Summary

As a Lease Administration Specialist you will serve as a GSA representative for assigned buildings, primarily leased space and/or minimal Federal inventory, to promote positive working relationships with customer agencies and client personnel. 

Location of position:  PBS, Tucson Federal Building, 300 W. Congress Street, Suite 4B, Tucson, AZ

Duties

Help

  • Serves as project manager/Contracting Officer's Representative (COR) for post occupancy alterations/work.

  • Coordinates tenant agency relocation and personal property moves.

  • Solicits price proposals for alterations, improvements and other actions under the lease.

  • Participates in pre and post occupancy activities, including space requests, market surveys, design kickoff meetings, acceptance meetings, space condition inspections and key collection.

  • Explains, promotes, and implements GSA property management policies, procedures, and methods related to tenant services.

  • Analyzes and monitors the full range of leased building operational procedures and policies for conformance with GSA requirements.

  • Answers inquiries from lessor, general public and congressional interests concerning rent payments, escalations, and other inquires related to financial aspects of leases.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-9 salary range starts at $51,889 per year. To qualify you must have a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; and/or 52 weeks of specialized experience equivalent to the GS-7 level in the Federal service. 

Specialized experience applying a basic knowledge of performing a combination of short term planning, development and implementation of lease administration enforcement programs; and performing duties necessary to interpret and enforce lease contracts. Examples of qualifying specialized experience include assisting in managing and evaluating building operations and/or building management programs to achieve customer consent; and/or recommending strategies to optimize building performance.

The GS-11 salary range starts at $62,780 per year.

To qualify, you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; and/or 52 weeks of specialized experience equivalent to the GS-9 level in the Federal service. 

Specialized experience is experience performing a combination of short term planning, development and implementation of lease administration enforcement programs; and performing duties necessary to interpret and enforce lease contracts. Examples of qualifying specialized experience include: managing and evaluating building operations and/or building management programs to achieve customer consent; developing and implementing strategies to optimize building performance and support investment decisions; and assessing contractor performance to ensure building services provided meet contract specifications as well as business and workplace needs.
 
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

If you are selected at a grade lower than the full performance level, you may be promoted up to that grade level without having to re-apply or compete against other applicants.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  1. Knowledge of property management principles, operations, and techniques.
  2. Knowledge of building design concepts, construction practices, functioning and maintenance repair of various mechanical systems.
  3. Knowledge of Federal Acquisition regulations and procedures for contracts to ensure compliance with regulations regarding lessor and lease responsibilities.
  4. Knowledgeable in the costs of materials and equipment; sources of supplies; and availability of trades and crafts resources sufficient to determine feasibility of proposed alterations and repairs.
  5. Ability to communicate orally and in writing to draft correspondence to tenants, lessor and contractors to communicate lease requirements.

Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.
