Duties

Help

  • The incumbent is expected to provide continuity between the Medical Service and other services within the medical center.
  • Assists in special analytical studies designed to resolve critical programmatic organization or functional problems throughout Medical Service and in the resolution of interdepartmental problems ,complaints, and grievances by advising, instructing and consulting with problem elements.
  • Serves as an extension of the Chief and Assistant Chief of the service. Responsible for coordinating all the administrative duties for the subsections in an effort to guarantee the primary goal of optimally delivering high quality health care to the veterans.
  • Responsible for proper utilization of resources by conducting surveys and collecting data which support recommendations concerning space, personnel, equipment and fiscal matters.
  • The incumbent is the control point official of Medical Service and is therefore, responsible for the activity of the five control points assigned to the service.
  • Assumes responsibility for communicating to all sections of Medical Service of changes as they occur in existing policy and regulations concerning procurement and fiscal matters. Implements changes and organize the operation of procurement of equipment, supplies, and services in an efficient manner.
  • Responsible for management of any sharing agreements, IPA's and gain share agreements in which the service participates.
  • Incumbent is the coordinator for business between the Medical Service and Human Resources Management Service.
  • Advises section chiefs and supervisors with such matters as promotion, employee evaluations, awards, counseling sessions and discipline matters.
  • Serves on various committees and performing other administrative duties in support of and in an effort to extend the chief of his professional staff.
  • Directs all activities of timekeeping, which includes accurate recording and maintenance of information related to time and leave.
  • Liaison between the Medical Service and the University of Tennessee, particularly the Department of Medical.
  • Keeps members of the service informed of policies, procedures and goals of management as applicable to the work unit.
  • Advises/assists technical and/or clerical supervisors of the section within the service.
  • Independently responds to requests for administrative reports, audits, and surveys from VA and non-VA sources. Generates and presents, usually in written form, a wide range of data as required by the Medical Center Director, Fiscal Service, and others.
  • Other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing budget needs, developing policies, managing administrative aspects of a service, equipment procurement, coordinating personnel/workforce/space utilization, establishing quality and productivity programs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree or equivalent leading to Ph.D.
Preferred Experience: COR/COTR certification and 3 years of contracting representative experience preferred. Current FAITAS certificate accepted.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
