Summary

As a Supervisory Information Systems Specialist, you will serve as the Supervisor in the FM IT Services Branch in the FM & OGP IT Services Division in the Office of Corporate IT Services, GSA-IT.

Financial Management (FM) & OGP IT Services Division (ICT) manages and supports a wide range of financial management applications providing oversight and management to the OGP IT Systems.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Your application will be considered if you are a Current GSA IT career/career-conditional Federal employee Nationwide in the competitive service. GSA surplus or displaced employees Nationwide who qualify for the Career Transition Assistance Program (CTAP). You must be serving on a career or career-conditional appointment, or under a noncompetitive Special Appointing Authority which provides for conversion to a permanent position in the Competitive Service. This is not a 100% telework position.

  • Serves as a technical expert in the area of for planning, organizing, and directing the design, development, testing, implementation, and optimization of financial management systems and applications.
  • Plans and installs revised or modernized systems and applications and supervises the development of new information systems and major changes to existing systems for General Services Administration (GSA) and the Commissions and agencies serviced by GSA.
  • Uses qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems to provide assessments and recommendations to improve the overall management and performance of the organizations’ IT portfolio and its adherence to federal IT policies.
  • Keeps the Director of the Division informed about the Financial Management IT Services Branch operations, plans, and any sensitive or critical issues that require the Director's attention or action.
  • Develops feasibility studies regarding planned or proposed systems projects or changes and creates project plans and proposals for presentations to supervisor and senior agency management regarding new systems, major system modifications, modernizations, or system changes and new functionality.
  • Exercises responsibility in advising management; assures equity among subordinate units of performance standards and rating techniques; makes decisions on work problems presented by subordinates; finds and implements ways to eliminate or reduce significant bottlenecks and barriers to productions; promotes team building; and improves business practices.
  • Assists the team and/or members in identifying the parameters of viable solutions.

The selectee will report to one of the GSA's ROB.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-14 base salary range starts at $90,621.00 per year.  

Locality pay will be determined after selection is made and duty station is established.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 


SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience planning, organizing, and directing the design, development, testing, implementation, and optimization of financial management systems and applications by utilizing innovative techniques and ideas.
