Positions located in Region 5, PBS, Southern Service Center Operations Division, responsible for all aspects of facility operations: operating, maintaining and sustaining high quality work environments.

Duties

The selected candidate will work with higher-graded specialists to learn the role and responsibilities of a GSA Property Manager, which will include interacting with building tenants and client representatives to assess facility and facility-related needs.  Examples of duties include:

  • Programs, develops and directs all on-site building operation, maintenance, repair, alteration, historic preservation, cleaning, recycling, concessions, safety, environmental and security activities in Government owned and leased buildings assigned.
  • Identifies and recommends major repair and alteration project needs.
  • Performs contract administration, lease management, quality assurance and inspection duties related to assigned facilities.
  • Develops and promotes positive working relationships with customer agencies and client personnel.

The GS-09 salary range starts at $51,840 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. 

Specialized experience is experience assisting in the management of a commercial office building  (or equivalent non-housing high rise building) consisting of building mechanical system (i.e., HVAC, alarm systems, elevators, etc):  This experience typically includes:

  • coordinating alteration and renovation projects;
  • gathering information to assess the level of customer satisfaction, i.e., surveys, interviews with tenant contacts, focus groups.
  • gathering data to assist with the development of operating budgets.
  • inspection of contractor performance

OR

Possess a Master's (or equivalent graduate degree) or have completed 2 years of higher graduate education leading to a Master's or equivalent degree.

OR

You may also qualify based on a combination of graduate education and specialized experience (described below) that when combined together qualify you for this position.

Education

Qualifying educational institutions/program for Recent Graduate Program include: a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. You must provide a copy of ALL of your college/vocational/technical transcript(s), including current enrollment. See "Required Documents" section for additional information.

Preference eligible veterans precluded from applying due to military service obligation may apply up to 2 years from the date of discharge/release from active duty, but no more than 6 years after the date educational requirements are met.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  1. Knowledge of analytical and evaluative techniques in order to identify client agency and building tenants’ facility needs.
  2. Skill in interpersonal relations and in written and oral communications.
  3. Knowledge of contracting rules and regulations regarding the technical soundness of contractor-provided supplies/services/processes and decisions.
    Knowledge of quality assurance and quality control methods and standards, inspection and evaluation procedures and issue resolution required to ensure optimal contract performance.
  4. Knowledge of the property management industry, including private sector leasing protocols and practices involving facility operations and systems; knowledge of technical operating and customer-focused strategies.
  5. Knowledge of real estate principles, rules, regulations, and practices.
  6. Technical knowledge of building operations and maintenance, including Federal and industry operations and maintenance best practices; major systems and equipment such as HVAC, controls, mechanical, electrical, plumbing, roofing, structural, elevators, and renewable energy systems.
  7. Knowledge of business policies, processes and initiatives related to Building Management programs including: commonly used data management and associated performance measures; customer relationship management and communication protocols; budget formulation; project management processes; utility efficiency; and use of BAS, advanced metering, CMMS or similar systems and other data and technology tools used to effectively manage properties.
  8. Basic knowledge of policies, regulations, and standard operating procedures, and applicable Federal statutes with regard to property management and safety issues.
