Summary

Serves as the Kennedy Space Center (KSC) Energy and Water Conservation Manager in the Environmental Management Branch of the Spaceport Integration (SI) Directorate. This position functions as the local source of expertise on energy and water conservation and directs and leads efforts to meet NASA policy and Federal regulatory requirements for energy and water efficiency, renewable energy use, and greenhouse gas (GHG) emissions reporting.

Duties

Help
  • Implement the Center's Facility Energy and Water Management Program to meet requirements of NPR 8570.1, NASA Energy Management Program. Manages KSC energy and water metrics and reporting.
  • Develop, advocate and oversee energy and water conservation projects and coordinate and collaborate with key stakeholders and partners. Coordinate implementation through appropriations or alternative financing mechanisms.
  • As a technical lead oversee and prioritize work and initiatives of team members supporting the energy and water program to further advance the requirements and goals of the program. Provide mentoring and guidance to team members.
  • Provide support to the Base Operations, Spaceport Services Contract Contracting Officer's Representative (COR) for oversight and surveillance in the areas of energy and water management and performance.
  • Coordinate utility service and commodity procurements and oversight in collaboration with the Contracting Officer, SI Business Office and associated CORs to include any changes or resolution of issues.
  • Represent KSC as a voting member on the NASA Energy Efficiency Panel and interface with NASA HQ and other NASA Centers.
  • Chair the KSC Energy and Water Conservation Working Groups (EWG/WWG).
  • Support the Sustainable Environment Management Steering (SEMS) Committee as a voting member.

Qualifications

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the GS-13 level, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14:

One year of specialized experience is defined as: providing advice and guidance on matters relating to energy and water management and energy and water conservation requirements; applying contract and procurement procedures and contract administration and termination techniques to identify and resolve problems; performing contractor oversight in order to assure technical proficiency and compliance with provisions of the contract; and overseeing the planning, design or construction of a large multi-discipline or multi-facility infrastructure project.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
