CBOs Office of Financial Management, which consists of four professional staff members, seeks a budget analyst to work directly with the Chief Financial Officer (CFO). The person who fills this position will assist in formulating and presenting the agencys annual budget.
The budget analyst will also assist and, in some instances, take the lead in reconciling, analyzing, and forecasting the payroll. The budget analyst will execute the approved budget (including the spending plan), prepare and analyze budget records and reports, oversee funding allotments and associated spending, and make adjustments as required. The budget analyst will assist in reviews of internal controls and audits; develop recommendations regarding process improvements and automation; and provide regular updates to the CFO on the current status of the budget and any changes in requirements, procedures, or practices. Closely coordinating with the CFO, the budget analyst will develop and maintain financial and budget execution tools, making use of automated systems and programs. In addition, the budget analyst will assist with CBOs travel program requirements and perform other duties as assigned, including some accounting functions.
Candidates must have a working knowledge and understanding of forecasting and analyzing payroll. They must be able to use financial management systems to research and resolve budget issues. They must have budgeting and financial management skills and have the knowledge and ability to gather, assemble, and analyze data for timely and accurate budget execution, reconciliation, reporting, and formulation and presentation. Demonstrated skill at working both independently and collaboratively with staff at all levels are also required. Strong skills with computer applications such as Excel, PowerPoint, and related products are a must. The ability to handle a wide range of time-sensitive projects simultaneously, along with the flexibility to work additional hours as required, is essential, as is the ability to communicate effectively, both orally and in writing.

EDUCATION:
Candidates must have a bachelors degree, ideally in finance or accounting, and at least two years of financial management experience in the federal government.
