Duties

Help
  • Participates in the Branch activities pertinent to the development and analysis of costs for project feasibility through construction phases.
  • Performs a variety of work relative to planning and evaluating construction methods and procedures associated with major flood control, military construction, roads, navigation, administration buildings, rivers and labor projects.
  • Plans, evaluates, reviews, and/or prepare a wide variety of engineering estimates ranging to those which are technically and procedurally complex in working with factors such as mobilization and demobilization casts, local labor rates, and etc.
  • Develops cost estimates for projects from feasibility to construction.
  • Suggests methods or procedures or additional studies required to resolve problems encountered.
  • Makes field visits to construction projects, both federally and privately constructed, to gather firsthand information regarding contract operations and difficulties encountered.

  • EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
  • IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.
  • MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment.
  • PASSPORT and VISA - This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
  • WORK SCHEDULE: This position may entail extended work shifts that last 12-16 hours a day. Lack of sleep may occur due to long working hours.
  • LIVING CONDITIONS: The incumbent?s living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities
  • MEDICAL EXAM: This position requires you to satisfactorily complete a medical examination for deployment. I am willing to complete a deployment medical examination.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Apply standardized, analytical, and evaluative methods and techniques sufficient to assist on the development of unique performance specifications. Monitor construction work for compliance with contract requirements and industry standard practice. Develop procedures for the review and monitoring of contractor submitted invoices. Prepare detailed Government construction cost estimates and develop methods for reviewing contractor submitted cost/pricing data for accuracy and reasonableness and provide recommendations. Review contractor submitted designs and shop drawings for conformance with specifications and industry construction practices. Ensure designs fit field conditions and comply with performance based contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

Education
