Duties

Help
  • You will collaborate with the PEO EIS Public Affairs Officer (PAO) to coordinate communication and engagement activities for the program office.
  • You will develop Strategic Communication Plans that ensure customers' and stakeholders' awareness of the program's business goals and objectives.
  • You will develop information materials (e.g., news releases, fact sheets, brochures, booklets, promotional marketing) to increase and improve communication with various audiences.
  • You will perform risk analysis to coordinate and execute dissemination of information with the PAO to mitigate unfavorable public reaction.
  • You will plan and attend events, festivals, conferences, shows and organizational meetings as an organizational representative.
  • You will develop and implement communications solutions in support of the Enterprise Systems and Services' (E2S) strategic objectives and goals.
  • You will analyze communication issues to determine how best to communicate the information to target audiences.
  • You will provide consultation and technical assistance to internal and external groups to develop marketing programs, projects, and strategies.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Program Management (A) Level I. Certification is required within 24 months of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Media production, communications, dissemination techniques and methods, public affairs/content of publicly and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

You may also qualify for this position with the following education OR with a combination of experience and education:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

Combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equals one hundred percent.

Additional information

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
