As a Realty Specialist (Lease Contract Officer), you will execute or oversee execution of realty projects and acquisition of leasehold interests in real property for a wide range of highly complex or highly sensitive acquisitions and projects.

This position is in the Public Buildings Service (PBS), Office of Leasing. We are currently filling many vacancies in a variety of locations.

Duties:

As a Realty Specialist (Lease Contract Officer), you will:

  • Conduct/manage interactions with real estate industry professionals to develop, oversee, and/or execute the most complex and highly sensitive realty projects within the region/assigned organization.
  • Develop acquisition strategies for complex and/or unusual extraordinary customer procurement needs and advise the Division Director, on matters of policy, as an expert in the acquisition of leasehold interests in Real Property.
  • Oversee other leasing personnel, project stakeholders and contractors in their performance of all phases and steps of lease acquisition, lease administration and project management from initiation phases to project closeout.
  • Negotiate extensively to manage conflicts and controversial transactions between clients and State and/or local or Federal authorities.
  • Develop creative approaches to manage realty projects and provide analytical, technical, consultative, and/or strategic business support to PBS customers during project planning and throughout the lease acquisition and space delivery process ensuring that lease projects comply with all applicable policy and regulatory requirements.
  • Manage financial risk and maintain sophisticated market knowledge to deliver highly cost effective Realty solutions, and significant cost avoidance to the government by Conducting: market surveys, market rent analyses and building inspections; draft solicitations for offer, all aspects of cost and price analyses, financial evaluation of offers, lease documents and required accompanying documentation for real estate transactions.

If selected, you must meet the following conditions:

  • You may be required to participate in the Region's Continuity of Operations Plan (COOP), representing the Service and/or GSA as a whole. This may involve participating in COOP meetings and planning activities; performing mission-critical work at a designated location other than the traditional GSA office site (which may be outside of the commuting area); and ensuring that GSA's needs are still being met in the event of an emergency, disaster or otherwise unforeseen circumstance disrupting traditional office operations.

Starting Pay for all locations will be dependent upon the associated GS-Locality Pay Table for that area. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. The GS-14 salary range starts as low as $104,821.00 and as high as $156,758.00 per year depending on the locality pay of the duty location.  

To qualify for the GS-14, you must have 1 year of specialized experience equivalent to at least GS-13.

Specialized experience is defined as experience in both (a) planning the scope and direction of lease acquisition programs and
(b) performing the full range of real estate functions including lease acquisition, lease policy development, lease process improvement, lease project management, and lease systems implementation.

Additional information

  • Bargaining Unit status: Varies based on location
  • Travel, transportation, and relocation expenses may be paid when authorized and approved by appropriate agency officials on a case by case basis.
  • GSA may pay a recruitment incentive to a newly-appointed employee; a relocation incentive to a current employee; or offer annual leave service credit to an applicant with related non-federal or uniformed services work experience. Determinations to pay/allow incentives will be made on a case-by-case basis, subject to funding availability and documentation that the position is "hard-to-fill".
  • Selected applicants may qualify for credit toward annual leave accrual based on prior non-federal work experience or uniformed service experience.

Mastery of real estate principles, policies, methodologies, concepts and practices, as well as an expert understanding of the real estate market conditions and industry operations to serve as the Realty Specialist, managing project teams tasked to acquire and deliver highly complex space (including sites, buildings, easements, out-leases and/or a variety of office and special space categories); to manage related moves from leased and/or Federally-­owned inventory; and/or provide technical guidance (including review and/or support of assigned realty transactions) to brokers and other stakeholders involved in the acquisition of space for GSA and/or its customer agencies.
  2. Comprehensive knowledge of contracting rules, regulations and procedures relating to the acquisition of goods and services, including construction of new buildings, leasehold agreements, sites and/or out-leases.
  3. Ability to plan and carry out assignments; resolve conflicts that arise; coordinate the work with others; and interpret policy. Ability to respond to changing program requirements.
  4. Ability to communicate effectively orally and in writing concerning realty matters.
  5. Ability to manage extremely complex and high risk projects utilizing expert knowledge of project management principles and tools. Expert ability to collaborate with others to perform work efficiently; Ability to establish, build, and maintain relationships in order to identify and resolve complex and unusual problems involving conflicting requirements.
  6. In-depth knowledge of cost and price analyses to forecast costs and evaluate prices/offers to determine acquisition strategies and plans and to guide customer understanding of options and obtain customer  buy-in to recommendations made.
