Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG), Office of the Deputy Inspector General for Evaluations (ODIG-EVAL), Evaluations Support Center Directorate. In addition, the incumbent is the Technical Director for the Corporate, Policy, Planning, and Operations Division.

Duties

Help
  • Provides technical direction and guidance on highly complex evaluations of programs, operations, or functions in accordance with Blue Book Standards.
  • Advises OIG managers on evaluation trends, program weaknesses, and significant evaluation findings that transcend ODIG-EVAL Directorates.
  • Develops written responses that effectively respond to inquiries from OIG Senior Leadership, congressional Oversight bodies, and the media.
  • Provides managerial level support and direction that fosters an environment aimed at promoting the proper handling, processing, safeguarding, and managing of PII and national security information.
  • Ensures prompt reporting of incidents per established guidelines.
  • Plans, administers, and controls Management Information Systems used for the timely and effective recording and reporting of actions.
  • Manages and coordinates ODIG-EVAL's oversight planning process.
  • Directs the development of ODIG-EVAL policies and procedures in accordance with objectives and concepts of operation established by the DIG-EVAL or the Inspector General.
  • Makes recommendations to the DIG-EVAL on major operational and administrative issues requiring policy decisions.
  • Directs and oversees ODIG-EVAL's Human Capital Management program, including the recruiting, onboarding, training, retention of employees, and pathways programs
  • Directs all phases of ODIG-EVAL's budget and finance activities by maintaining control over evaluation resource requirements, allocating budget targets, and monitoring budget execution.
  • Ensures the economical and efficient utilization of evaluations resources.
  • Analyzes Inspector General feedback on reports to ensure reports meet high quality standards of clearly and concisely stating evaluation findings, conclusions, and recommendations
  • Supervises a staff of evaluators, analysts, technical experts, and administrative personnel.
  • Overseeing ODIG-EVAL's space requirements and allocations.
  • Oversees ODIG-EVAL's editorial services, including writing training and instruction to teams, Evaluation Leadership, and other OIG components
  • Oversees effective tracking and implementation of Evaluations' strategic plan.
  • Leads development of strategies for long and short range planning efforts, and makes recommendations to improve these efforts.
  • Provides management and supervisory oversight over subordinate managers.
  • Makes recommendations or decisions on employee incentive awards, discipline, grievances, promotion, selection of applicants, and assignments.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level in the federal service or at an equivalent level. Specialized experience is regular duties in leading, or supervising teams performing assessments, evaluations or similar reviews of programs, functions and operations. Duties include developing project plans, executing plans, gathering and analyzing data, developing recommendations and corrective action, and working with clients reviewed and other project stakeholders and participants.

You will receive credit for all qualifying experience, including volunteer experience.
