You will serve as a Community Planner in the DEPARTMENT OF THE NAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Positions may be in any DAWIA Career Field at Level I, II, or III.
  • This position may be designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.
  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Those selected for a supervisory position will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Position selected for may or may not be under a bargaining unit.
  • Warrant authority above the small purchase threshold may be required.

  • You may be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You may need to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the basic education requirements, applicants must meet the following minimum qualifications:

GS-05 (or equivalent pay band): Your resume must demonstrate that you have successfully completed the basic education requirement.

GS-07 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing standard planning principles, methods, and practices to correlate data and follow an operation through a series of related steps or processes in fact gathering or analysis.

GS-09 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting studies of the physical, social, and/or economic factors and preparing summaries, narrative statements, and analyses of the pertinent technical facts reported in project studies.

GS-11 (or equivalent pay band): Your resume must also demonstrate one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that plans, coordinates, or monitors complete planning projects or studies, or carry out operating assignments such considerations as open spaces, public utilities, and off-street parking facilities, and develops specific regulatory controls for the project on such matters as height, bulk, density, and location of buildings.

GS-12 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector responsible for developing or reviewing information and plans, and makes recommendations on complex planning problems related to a variety of land uses involving conflicting factors, economic growth, and the social and cultural welfare of communities.

GS-13 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector for reviewing the agency field office programs in community planning for technical and program management effectiveness; makes reports and offers suggestions for improvement based on findings; developing processes, position papers, and instructions related to community planning aspects of agency programs.

GS-14 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector developing standards and criteria to guide agency representatives in evaluating comprehensive plans and analytical techniques and providing technical advice and coordinates planning or related problems or projects.

GS-15 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing leadership and advice to top planners of regions, States, and major municipalities in identifying problems, developing cooperative relationships leading to joint technical efforts in planning projects.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Your resume must demonstrate that you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

Have a combination of education and experience where I have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

Have a combination of education and experience where my courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Applicants who meet the basic education requirement above are automatically qualified for the GS-05 grade.

Applicants may substitute education for experience in the following situations:


GS-07 (or equivalent pay band): Successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement.

GS-09 (or equivalent pay band): Successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree.

GS-11 (or equivalent pay band): Successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.

Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Certification requirements are outlined in the DoD Instruction 1300.26.

Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
