Duties

Help

As a Transportation Specialist, you will:

  • Provide overall leadership in the strategic planning, budgeting, and program coordination of the road weather observing systems (including fixed and mobile observing and vehicle- infrastructure integration), weather-based decision support systems, and technology transfer parts of the Road Weather Management program.
  • Provide national leadership and advice to technical or professional organizations such as ITS America, the Transportation Research Board, the Institute of Transportation Engineers, and the Office of the Federal Coordinator for Meteorology in areas related to road weather management to reduce the national consequences of adverse weather.
  • Coordinate Road Weather Management activities with partner programs in the Office of Operations, the Intelligent Transportation Systems Joint Program Office, and others (e.g., the Transportation Information Management Team in the Office of Transportation Management).
  • Assist industry partners with the deployment of broad new programs from test results when benefits clearly support the mobility and safety goals.
  • Work through the Professional Capacity Building program, the National Highway Institute, and program offices to develop capacity building material, deliver programs and provide customer service that aid in the implementation of road weather management strategies, including publications, websites, training, and other appropriate outreach mechanisms.
  • Work with program offices across the Department, the employee will develop program strategies, plans, budgets, and roadmaps to establish the strategic objectives of the Road Weather Management program.

This position is ideal for a mid-career professional with experience in road weather management and one of the following: systems engineering; meteorology; computer science; performance measurement and/or economic analysis; and training, outreach, and technology transfer.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade in which you want to be considered.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience performing project management and technology transfer for road weather management related programs.
  • Experience analyzing and evaluating the effectiveness of road weather management related programs to develop improved solutions.



To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience performing program development, project management, and technology transfer for road weather management related programs.
  • Experience providing leadership in strategic planning, budgeting, and program coordination of organization-wide programs.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
