Poznan is a city on the Warta River in west-central Poland, in the Greater Poland region and is Poland's largest city. It is best known for its renaissance Old Town and Ostrów Tumski Cathedral. Today, Poznan is an important cultural and business center and one of Poland's most populous regions.

Assignments at this duty location are unaccompanied due to a lack of services and support. (See "Additional Information" below).

Duties

Help
  • Serves as the Information Technology Chief for the Area Support Group Poland (ASG-P) as the technical Information Technology (IT) Network expert, authority, and advisor.
  • Responsible for all matters concerning command, control, communications, and computer operations (C4OPS) and planning.
  • Supervises the planning, installation, training, and testing of new IT systems.
  • Prepares IT acquisition planning for future growth and/or change of the ASG-P mission requirements.

  • This position is designated as Emergency Essential (E-E). Employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority.
  • Incumbent must pass a medical examination and receive required immunizations for the overseas/deployed location.
  • This position requires the employee to obtain and maintain a Top Secret security clearance.
  • Incumbent must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • This position requires Temporary Duty (TDY) travel up to 25% of the time.
  • This position is designated as an IT I, IAT II. Incumbent must be able to obtain one of four required baseline certification and/or recertification and or computing environment certification and/or recertification within 6 months of employment.
  • Incumbent must obtain and maintain a no-fee passport and associated visa while assigned to a Federal Civilian position in an area requiring a passport and associated visa, if required.
  • Incumbent must sign an overseas rotation agreement to return from the foreign area in 5 years upon appointment or placement, unless otherwise extended or exempt.
  • The initial tour length for his position is 24 months, unaccompanied. This overseas tour is prescribed for an employee, and employees cannot bring their dependents with them at Government's expense due to a lack of services and support.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for IT Specialist (Network):
Specialized and Other Experience: One year of specialized experience which includes 1) Network system operations to test, maintain, and optimize system functionality; AND 2) Evaluate network architecture to formulate technical solutions to meet customer requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care on the local economy. There are no military medical and dental treatment facilities available to civilians in Poland.
  • Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA), home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.   • The initial length of this overseas tour is 24 months, unaccompanied.

  • Fuel substantial program for Privately Owned Vehicle (POV) is not available in Poland. Employees will have to pay for gas on the local economy.
  • All employees should be prepared to drive a government-owned vehicle in Poland and should possess a valid U.S. driver's license, an international driver's license (available at AAA or in Kaiserslautern), and a USAREUR driver's license. If planning to ship a Privately Owned Vehicle (POV), it should be shipped and registered in Kaiserslautern, Germany initially. POVs will later be registered in Poland.
  • No relief from Host Nation Taxation i.e. no Value Added Tax (VAT) refund program.
  • Separate Maintenance Allowance (SMA) may be authorized.
  • Multiple positions may be filled from this announcement.
