Duties

Help

As an Information Technology Specialist (System Analysis), you will:

  • Assist in coordinating the acceptance of systems to the production environment and monitors systems for stability, accuracy, and performance.
  • Collaborate with senior-level technical experts to write specifications, requirements and statements of work (SOWs) for information technology (IT) hardware and/or software, data analytics services, and maintenance in multi-year IT contracts.
  • Develop and implement procedures, tools, templates, activities, and infrastructure to facilitate project management, data quality, and governance.
  • Prepare trade-off analyses and business cases to justify IT and data analytics solutions and define systems scope and objectives.
  • Perform administrative and technical duties necessary for accomplishing the work of the unit.
  • Design and oversee systems testing.

Qualifications

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) applying a broad knowledge of technology and systems in the development and implementation of new approaches and solutions to computer systems or systems engineering projects; (b) conducting research and analysis of user and system requirements leading to the design of new and innovative IT systems, which include the application of new or innovative techniques (c)  applying the theoretical concepts of computer systems, mathematical and statistical sciences, or operations research.

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) knowledge of computer hardware and software concepts and the employment of mathematical and computer based modeling of business, computer and system processes; (b) professional work experience in leading and participating in integrated project teams, drafting statements of work, performing business case development, project management and contractor management and support inspector general audits, FISMA audits; and (c) skill in providing contractor oversight as a contracting officer representative (COR) for a full range of systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAPcandidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
