This position serves as a Government Information Specialist for the Utah State Office, Division of Support Services. The incumbent serves as the principal staff advisor to the State Leadership Team in the program areas of Freedom of Information Act (FOIA) and Privacy Act (PA). This position manages the State’s FOIA/Privacy Act Program and serves as the State’s designated expert on FOIA/Privacy Act Case law. Major duties include but are not limited to:

  • Responsible for developing and implementing FOIA and PA policy and providing technical and administrative guidance for State’s FOIA and PA activities to the field offices.
  • Analyzes a variety of complex FOIA requests to determine their compliance with agency regulations.
  • Creates and maintains manual and electronic FOIA case files with all required documentation in accordance with established policies and procedures.
  • Prepares draft and final response letters and related correspondence for FOIA requests.
  • Works with and assists the DOI's FOIA Appeals Officer and the Regional Solicitor's Office to provide information on justification for denials to the appropriate attorney or representative.
  • Communicates effectively with all levels of the BLM (program offices, other bureaus, legal staff and management) and the DOI in responding to FOIA requests.
  • Evaluates any confidential personal records that would constitute an unwarranted invasion of personal privacy.
  • Conducts all planning and coordination for educational training sessions on PA policies, and reviews and evaluates the privacy program for any office in need of assistance.

Physical demands: The work is primarily sedentary. Some lifting (up to 40 pounds) and ladder/step stool usage will be required. Incumbent will work under tight deadlines and will be exposed to stressful situations. Intense concentration is expected during periods of analyses and writing.

Work environment: Work is in an office setting with some travel required. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement. Time-In-Grade for the GS-12 level is 52 weeks at the GS-11 level.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement – please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade. 

In addition to the time-in-grade requirements, to qualify at the GS-12 level you must meet the following:

SPECIALIZED EXPERIENCE: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Government Information Specialist. Specialized experience includes assisting subject matter experts by giving instruction in providing thorough and prompt responses to FOIA requests; experience in dealing with simple, normal, complex and voluminous FOIA requests; and communicating information to a diverse audience.

The Bureau of Land Management has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

This position may require completion of a one year probationary period.

You will be evaluated for this job based on how well you meet the qualifications above.
