The Human Capital Division provides the full range of Human Resources Management (HRM) services and consultation to support the goals, objectives, and mission of the Office of Inspector General. Under the Inspector General Act of 1978, as amended, the Inspector General is granted substantial management and human resources authorities over their operations and activities. As delegated by the Inspector General, the Human Capital division exercises extensive authorities related to the establishment of positions and the selection, appointment, and employment of personnel.
The incumbent of this Program Manager (Training Officer) position will directly report to the Associate Executive Director for Human Capital. Primary duties include, but are not limited to:
• Develop procedures, criteria and standards for use in identifying and evaluating training needs. Performs assessments of training needs, manage training program development and implementation, and manage the training budget. Use evaluation results to recommend program changes including the development of new or revised training policy and procedures.
• Functions as the primary Learning Management System (LMS) program manager. Monitors the completion of mandatory training in LMS, and reports deficiencies to leadership through the Associate Executive Director for Human Capital. Recommends program adjustments based on conducted analyses to enhance the training management program.
• Conducts comprehensive and continuing evaluation of the effectiveness and adequacy of program operations. Regularly assesses the policies, procedures, methods, and systems used by the OIG and DOS and their impact on human resources management programs. Refines and adjusts internal guidelines as needed and recommends development of new or substantially modified policies, methods, and systems to enhance operational efficiency.
• Advises senior management officials of significant issues resulting from new developments, legislation, and regulations in areas that affect assigned programs, Coordinates with OIG (Training Coordinators) to quantify training requirements. Provides advice and guidance to supervisors, employees, and Training Coordinators from all areas of OIG to provide guidance and oversight on retention of training and other records.
• Ensures a synchronized, integrated, and prioritized approach to the training management program. Provides comprehensive, tailored, and timely training management products. Conducts cost-benefit analyses, studies, reports, surveys, and inquiries and evaluations. Serves as a liaison between outside vendors, OIG directorates, and contracting and budget staff to coordinate, schedule, monitor and manage payment of outside training
• Prepares oral and written reports and presentations; prepares graphs and charts that present clear and concise analysis of evaluations performed, and provides staff support for formal presentations.

Qualifying specialized experience must demonstrate the following:
• Experience in developing policy and procedural guidance.
• Experience in managing program activities and providing oversight.
• Experience in analyzing and evaluating Training Development programs.
• Experience in planning work, setting priorities and preparing schedules of subordinates.
• Experience in identifying and recommending solutions to training and operational needs.
• Experience in providing authoritative advice and assistance to senior level officials.
• Experience in preparing reports and presentations, both written and verbal.
• Experience in assessment and implementation of systems regarding training, education, budget and procurement.
