  • Directly responsible for clinical oversight of services provided by medical staff providers in the Behavioral Health Clinic.
  • Plan work to be accomplished, prepare schedules for completion of work, assign work to subordinates based on priorities.
  • Establishes departmental methods, policies and procedures related to Behavioral Health medical services.
  • Interviews and examines patients, reviews past medical history and requests and/or performs diagnostic tests and examinations deemed necessary for each case.
  • Refers patients to appropriate contracted medical or other government facilities providing full clinical information for care and diagnostic procedures that cannot be adequately provided to local IHS facilities.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

On-call hours or standby duty may be required.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S): All physicians must meet all three of the following basic requirements:

  1. Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country.
  2. Graduate Training Subsequent to Degree - 1 year of supervised experience providing direct service in a clinical setting, i.e., 1 year internship or the first year of a residency program. This graduate training must by approved by accrediting bodies recognized within the U.S. or Canada.
  3. Licensure - Active, unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the U.S. Applications will be accepted from physicians who are not currently licensed; however, if selected for a Federal appointment they must obtain a license before entering on duty.
MINIMUM REQUIREMENTS: In addition to the above, physicians must also meet the following requirements for the GS-15 level:
  • 5 years of residency training in a Medical Specialty OR have equivalent training and work experience in a Medical Specialty (e.g., a senior specialist with 3-4 years of experience beyond residency training) that demonstrates the ability to provide patient care of an extremely difficult and responsible level.
  • Responsibility for the planning, management, operation, and evaluation of a health care delivery system for an Area Health Program(s); serving as the primary advisor in the planning, executing, coordinating, and evaluating of all aspects of a Health Programs health delivery system including establishing policies and procedures; representing a Health Program in liaison with other agencies or entities regarding the health and health related matters of the program(s); providing oversight and leadership to quality management programs; evaluating health delivery system to insure program progress and effectiveness of programs policies, procedures and practices; providing technical assistance to supervisory and nonsupervisory Medical Officers; and insuring the continuity of all health delivery program(s).
  • Managerial Abilities: This is a managerial position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
Selective Placement Factor - Board Certification: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration.
  • Current Board Certification in a physician's specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA). I have attached the name of the Medical Board and certification dates to be considered for the position.

Applicants Unable to Obtain Transcripts In addition, applicants may have difficulty obtaining their transcripts from their university or college when they try to apply for a position that requires them. As with Tribal enrollment documents, the IHS will make an exception enabling applicants to provide the transcripts after they apply. This will allow IHS hiring officials to select and bring the applicant on board without delay. The IHS HR Office effecting the hire shall flag the hire as on requiring the applicant to submit the necessary transcripts within 60 days after the COVID-19 period officially ends. If the new employee fails to obtain the transcripts, IHS will terminate the employee. Additional selection(s) of candidates may be possible within 90 days from the date the certificate of eligibles was issued for this announcement.
