At the full performance level (GG-13) the major duties of this position include, but are not limited to the following:
1) Serve as the primary ACHP staff liaison with individual administrations, services and programs within the National Park Service (NPS) under the Cultural Resources, Science, and Partnerships (CRPS) division and the Park Planning, Facilities, and Lands (PPFL) division;
2) Work on long-term and strategic programmatic issues and challenges faced by NPS, including development of program alternatives to address NPS’ compliance with the National Historic Preservation Act (NHPA) for its Deferred Maintenance (DM) projects. Duties regarding DM projects and issues may include but are not limited to performing, or advising NPS, on:
- impacts from transportation and infrastructure projects within the Parks;
- efficiencies regarding resources built to standard designs in Parks;
- development of procedures for National Register Determinations of Eligibility (DOEs);
- development of standard treatment documents for historic resources in Parks;
- assistance with ensuring timely reviews when a DM project requires ACHP comment;
- training, outreach, and implementation assistance to the field;
- monitoring of projects subject to NPS alternative processes and provide reports and/or updates to ACHP management;
- guidance on and assistance with the implementation of program alternatives developed for the NPS;
- meeting bi-weekly, or as needed, with NPS CRPS and PPFL staff to communicate the status of projects, tasks, and deliverables under the IAA; and
- reporting to ACHP management and leadership on the development of program alternatives.
3) Depending on workload and priorities, the Liaison(s) may also manage the ACHP’s involvement in other non-DM consultations being carried out by NPS in accordance with Section 106 of the NHPA. Such duties may include:
- facilitating and ensuring the timeliness of ACHP review of priority NPS Section 106 cases and issues;
- assisting with the development, review, and comment on Memoranda of Agreement and Programmatic Agreements for NPS undertakings;
- providing assistance to NPS personnel regarding the interpretation of ACHP policies and procedures;
- supporting further understanding of NPS policies and procedures at the ACHP and collaborate on policy initiatives where needed;
- identifying issues of mutual concern to both NPS and the ACHP, and assist in the development of best practices;
- identifying and document NPS historic preservation case studies and success stories to create reference material for assistance with other NPS projects;
- developing, delivering, and/or assisting with training and outreach programs, tailored to various NPS programs and services, to assist NPS in complying with Sections 106 and 110 of the NHPA;
- participating in other NPS program meetings, conferences, briefings, and/or workshops as needed;
- participating in ACHP staff work groups for development of new guidance;
- participating in activities, including conferences, of relevant professional organizations, as time and budget allows and as applicable to incumbent duties; and
- recommending to the Director of OFAP measures that can be taken to support ACHP cooperation and collaboration with NPS regarding activities of mutual interest.

Minimum Qualification Requirements:
Although a college degree is desired, there are no required educational degrees. Specialized experience only must be met. Current federal employee applicants must meet time in grade requirements.
Specialized Experience:
To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is considered that which is in, or directly related to, the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is defined as Professional level work providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106 of the NHPA; participating in consultations with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs) and Indian tribes; and conducting, developing or reviewing cultural resource projects or studies in support of Section 106 reviews.
This is a 13 month TERM position with the possibility of extensions subject to funding availability.
The ACHP has determined that the duties of this position are telework eligible, but newly hired employees must complete a 6 month review before becoming telework eligible.

While there is no specific education requirement for this position, ACHP has indicated that a degree from a college or university in the fields of archaeology, cultural resources management, landscape architecture, historic preservation, or a certificate of advanced training in these fields or other closely related field, is highly desirable. The ACHP also encourages those with experience in federal land management projects that assess and manage effects to historic properties to apply.
