Help

Serves as coordinator for one or more recreation programs, including the Caves program. Coordinates with managers, planners, and resource specialists to identify recreation program needs on a local scale and develop long and short-term outdoor recreation plans to address needs. Coordinates recreation program activities with other Bureau of Land Management District and Field Offices, as well as private organizations, and the general public.
Monitors and inspects the operation of public use sites, permit programs, facilities, etc. Collaborates with others to develop new signage, brochures, displays, and other public information materials, and/or develop plans for new recreation facilities and structures. May conduct outreach to promote recreational opportunities on public land.

Qualifications

In addition to meeting time in grade requirements and in order to be rated as qualified for this position, we must be able to determine that you meet the one year of specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity as indicated by the following:

You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of an Outdoor Recreation Planner at the trainee level. Specialized experience includes; Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns; Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve; Preparation or review of plans and programs for natural resource utilization and recreation area development; Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. -OR- Education: 1 full year of graduate education or Superior Academic Achievement (Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation) or LL.M., if related.-OR-Combination of Education and Experience: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics) required to do the work of this position:

  • In depth knowledge of Outdoor Recreation Planning concepts, principles, and practices in order to serve as coordinator and technical advisor for one or more outdoor recreation programs, independently planning and carrying out assignments, adapting guidelines for application to specific cases or problems, analyzing the results, and recommending changes to existing procedures and methods.
  • Knowledge of Federal regulations, Departmental and Bureau policies, and other relevant guidance and requirements governing recreation program management, as well as a broad understanding of BLM resource management concepts and practices in order to recommend changes to recreation program policies, standards, methods, controls, and procedures.
  • Knowledge of land use planning processes and the requirements of the National Environmental Policy Act (NEPA) as it pertains to BLM administered lands.
  • Knowledge of land management principles, practices, and concepts sufficient to analyze and advise on the development and execution of recreation plans and programs, evaluate the effects of recreation use on other resource programs, and evaluate public lands for their potential for recreation activities.
  • Knowledge of analytical and evaluative methods, principles, and techniques in order to analyze and evaluate services, projects, programs, and/or functions of one or more Outdoor Recreation Programs.
