Duties

Help
  • Assists in the development, testing, and implementation of new systems or enhancements to existing automated systems that support technical services activities to acquire and process materials for the collection.
  • Assists in the preparation of systems documentation including technical specifications and in-house and network manuals for new systems and procedures.
  • Conducts training sessions to instruct staff on new or enhanced system features and capabilities.
  • Understand and support the development of scientific and specialized (e.g. Toxicological, Chemical) vocabulary development and use of vocabularies in databases and systems.
  • Establishes and maintains NLM licenses for literature and other electronic research resources that support the NLM collection including literature databases, PubMed/MEDLINE and PubMed Central.
  • Evaluate the quality of scientific literature and data for NLM?s resources PubMed/MEDLINE and PubMed Central (PMC).
  • Maintain a library system used to acquire, catalog, preserve, and make available resources in the NLM collection.
  • Support the access of NLM collection materials through management and continuous improvement of access systems, including on-site and inter-library loan access.
  • Engage researchers of various disciplines in the use and re-use of data and data collections and bring NLM collections to new audiences both remotely and onsite.
  • Support web site development with web analytics, user experience testing, and data visualization.
  • Quality control of data and systems; production support; customer service, documentation; and contract management.
  • Supports data management programs and processes for data and data management systems.
  • Support the use and re-use of data, metadata, and coding schemes into human and machine-readable formats.
  • Support the design, implementation, enhancement, evaluation, and reporting of accomplishments toward NLM's engagement and training goals for both intramural and extramural programs.

Qualifications

In order to qualify for a Technical Information Specialist position at the GS-9 level, you must:
A. have completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. Education must be related to the position to be qualifying; OR
B. have 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: indexing and retrieving specialized scientific and technical materials; utilizing automated library information processing systems; finding background information on ongoing research efforts in areas long under study; documenting communications, hardware and software problems and following up on reports of malfunctions; OR
C. have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional information

To be eligible for appointment, you must be a recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree, or certificate from a qualifying, accredited educational institution. A valid certificate program is post-secondary education in a qualifying educational institution that is equivalent to at least one academic year of full-time study, as defined by your university. The certificate program must also be a part of an accredited college-level, technical, vocational, trade, or business school curriculum.

Veterans unable to apply within two years of receiving their degree due to military service obligation may have as much as six years after degree completion to apply. Veterans are granted exclusion for their time served. Therefore, if a Veteran graduates and then serves on active duty for four years, his/her service time is subtracted for the purposes of the two-year calculation.

Recent Graduates and their supervisors must sign a Pathways Participant Agreement which outlines expectations for the internship prior to entrance on duty.

We are unable to pay relocation expenses.

While conversion is not guaranteed, Recent Graduates, with U.S. citizenship, may be converted to a career-conditional appointment (a term position lasting 1-4 years or a permanent position) upon successful completion of all program requirements specified by the Pathways Participant Agreement.
