Duties

Help

As a Public Affairs Specialist in the Office of Communications in Portland, OR, the incumbent manages key components of the communications program, develops strategies to convey the agency's message, and informs the public about the agency's programs and activities.  Responsibilities include managing internal and external communications for the Office of Communications Deputy State Director; serving as the spokesperson for the agency on certain issues; providing content for the agency's social media platforms and website; and communicating issues related to the implementation of range policy, resource management plans, and the National Fire Plan.

Physical Demands:  The work is generally sedentary and does not require unusual physical effort.  Most of the work is performed in an office setting.  Driving a car or pickup is periodically required. The work often requires walking outdoors and travel in light aircraft, helicopters, and off-road vehicles.  Long work days are occasionally required to meet deadlines and resolve specific problems.

Work Environment:  Most of the work is performed in an office setting although travel to field sites or other BLM/government offices is often required.  Attendance at meeting at night or on weekends is sometimes required.

Qualifications

GS-09:  1 year of specialized experience equivalent to at least GS-07 -OR- master's or equivalent graduate degree -OR- 2 full years of progressively higher level graduate education leading to such a degree -OR-  LL.B. or J.D., if related.

GS-11:  1 year of specialized experience equivalent to at least GS-09 OR a PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR an LLM, if related.

GS-12:  1 year of specialized experience equivalent to at least GS-11. 

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. 

Examples of specialized experience for GS-09:  Assist with the production of a broad range of electronic and digital products in support of the bureau's communication objectives.  Research, draft, and distribute informational materials and products designed to further public, employee, and customer understanding and support of the bureau and its mission.  Gather and report public response to bureau activities or programs and draw appropriate conclusions and recommendations for communication programs.

Examples of specialized experience for GS-11:  Develop plans and/or tactics for communicating to a variety of audiences.  Prepare briefing papers, speeches and talking points in support of the agency's position.  Maintain an office's new media program to include its website and social media accounts.

Examples of specialized experience for GS-12:  Applying principles, practices and techniques of communication to include coordinating public affairs programs and dealing with the media.  Planning, coordinating, controlling and producing external communications campaigns and related public affairs plans.  Writing a broad array of materials, such as news releases, feature stories, fact sheets and statements provided to regional and national public media outlets. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
