This position will allow you to utilize your expertise in various administrative skills to provide project-related, advisory, and technical services to U.S. Customs and Border Protection (CBP) management. This position starts at a salary of $137,849.00 (GS-15, Step 1) to $166,500.00 (GS-15, Step 10) with promotion potential to $166,500.00 (GS-15 Step 10).

In this Supervisory Information Technology Specialist (Policy and Planning) position you will become a key team member of Homeland Security professionals. Typical work assignments include:

  • Establishing priorities for cybersecurity investments, building business cases, and determining total cost of investment
  • Providing policy guidance and expert technical counsel to Information Technology (IT) management, staff, and customers, defining current and future business environments, establishing metrics to measure and evaluate systems performance
  • Managing the Office of Information and Technology (OIT) Incident Command Center (ICC), which monitors and coordinates emergency events that affect Customs and Border Protection (CBP) facilities, operations or personnel
  • Leading and/or participating in National Level Exercises, Disaster Recovery (DR) exercises and/or tabletop exercises as required by DHS, Federal Information Security Management Act (FISMA) requirements, or requested by the Program Directorates
  • Reviewing IT Contingency Plans for fail over/DR capabilities, consistency with DHS/CBP/Business Continuity Planning (BCP) documentation

Qualifications

BASIC REQUIREMENT: Applicants must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Along with the four competencies listed above you must possess at least one (1) year of specialized experience described below to qualify based on experience.

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Applying Business Continuity Directives related to Disaster Recovery (DR), Continuity of Operations to perform requirements analysis for new and improved business process solutions for Mission Essential Systems and Mission Essential Functions
  • Providing policy guidance and expert technical counsel to Information Technology (IT) management, staff, and customers
  • Conducting audits of IT programs and projects
  • Ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services
  • Conducting risk analysis, feasibility study, and/or trade-off analysis to develop, document, and refine functional requirements

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency wavier by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Additional information

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Supervisory Training: All newly appointed, GS-15 Senior Managers are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include CBP LI five (5) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

  • Ability to provide expert technical advice and guidance to senior management officials in the appropriate application of technology to agency mission and programs including providing advice regarding Incident Management, DR, Continuity of Operations Planning (COOP), emerging IT issues and the impact of emerging issues on the agency business requirements
  • Knowledge of Business Continuity Directives related to DR and BCP and execution to perform needs analysis for new and improved business process solutions for Mission Essential Systems and Mission Essential Functions.
