Help

As an IT Specialist (DATAMGT), you will:

- Responsible for integrating established strategic direction into project assignments.

- Identify and request training and resource needs. Assist in balancing workload, and provide recommendations to team or assignment lead in the areas of training, hardware, software and other resource needs.

- Periodically serve as a data design lead on tasks involving significant portions of major development projects, and smaller scale redesign efforts of existing systems.

- Analyze adequacy of customer requirements, identify technical system requirements, and determine if system requirements are testable. Obtain clarification of vague requirements, and scope. Assist project manager, and customers, in defining and revising requirements and scope.

- Participate in the development and evaluation of the design strategy for assigned system development projects, leading to the development of data design specifications. Data design specifications include database design, data conversion plan, data model, data access process specifications, and table definitions.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-11 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing work that involves the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data to develop and administer databases.

Examples of such experience for the GS-12 level could include:
- Creating database design specifications and creating data definition language (DDL) scripts required to generate, or modify the database; OR
- Experience creating data manipulation language scripts (DML) to retrieve or manipulate data for specialized purposes; OR
- Experience creating data control language scripts (DCL) to control access to data stored in a database; OR
- Experience with Relational Database technology and creation of logical/physical data models.
AND
In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below.
- Attention to Detail, such as analyzing adequacy of customer requirements and technical system requirements, to determines if system requirements are testable
- Customer Service, such as providing guidance and leadership to assist customers in their efforts to develop contingency recovery or other plans.
- Oral Communication, such as providing technical advice and assistance to branch personnel
- Problem Solving, such as conducting problem resolution during system development, testing, and post implementation production.

You must meet the Selective Factor also: Do you have experience designing, developing, testing and maintaining enterprise database systems that meet current and future business requirements using data management concepts, principles and methods including database logical and physical design, normalization and storage capacity management?

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
- Obtain and use a Government-issued charge card for business-related travel.
