Would you enjoy serving as a Project Management Specialist? This position provides a combination of project management functions for a variety of complex and/or unique projects and activities throughout the Flaming Gorge Field Division, which includes Flaming Gorge dam, Fontenelle dam power plant and related facilities. Project management functions include project planning, implementation, acquisition, contract administration,  tracking and monitoring.

- Performs project management with responsibility for integrating projects with ongoing Field Division activities, providing coordination, program and project management, and decision support skills where needed throughout the Filed Division.

- Develops a program of continuing analysis and review and monitors the progress of projects. 

- Ensures projects are in compliance with agreements, congressional mandates, and Reclamation policy, directives principles and guidelines. 

- Facilitates the work of inter-disciplinary teams to ensure efficiency and cost effectiveness.

- Develops and proposes current and out-year budget requests. 

- Works with Contracting Officer to implement and administer a variety of assigned contracts.

- Initiates timely actions and technically monitors the contract to ensure it is carried out to completion as outlined in contract.

Location: Upper Colorado Region, Power Office, Flaming Gorge Filed Division, duty stationed in Dutch John, Utah.  For living conditions in Dutch John, UT visit: Daggett County -OR- Vernal Chamber.

NOTE:  Certification: Federal Acquisition Certification for Program and Project Manager (FAC-P/PM) is required for assigned projects and activities that require certification  Appropriate level must be attained within 1 year and must be maintained.

Work Environment: Work is usually performed in an office setting but may involve hazards associated with field visits, such as climbing ladders and stairs, entering non-permit required confined spaces, identifying hazardous materials, or working within hazardous energy protection boundaries related to the maintenance and operation of hydroelectric power plant and dam facilities.

You must meet all qualification requirements, including time-in-grade restrictions and any selective placement factors by the closing date of this announcement.

TIME-IN-GRADE:  Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).  Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Qualifications

Specialized Experience: To qualify for this position, you must possess at least one year of specialized experience (described below) equivalent in difficulty and complexity to the GS-11 level of the position in the Federal service. Specialized experience must demonstrate the applicant has been equipped with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is directly related to the work to be performed.

GS-12: Experience working on projects related to electrical/mechanical/civil engineering disciplines as they relate to features found in hydro power plants, pumping plants, or water conveyance systems. Experience with three or more of the  following project phases: project initiation, project planning, project implementation, and project closeout, review of project management plans and scoping, scheduling, and budgeting documentation.

If you do not meet the definition of specialized experience, you will be determined not qualified for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at this level.
