About the Position:
***This position is being solicited under the Direct Hire Authority for Certain Competitive Positions***

Serves as primary operator of a debris control boat engaged in collection and towing of floating debris in Puget Sound for removal by the mother vessel the PUGET. Incumbent is responsible for the efficient operation of the boat, accomplishment of the mission, and safety of personnel and equipment.

Duties

Help
  • Pilots and navigates a powered boat (26 feet and under in length) upon near-shore, inland and river waterways.
  • Operates boat in shallow waters to collect and tow floating debris as directed by the Master of the Puget, when engaged in debris collection work.
  • Assist with deckhand duties, consisting of debris removal and collection; rigging lines, cables and shackles; chain saw use and maintenance; assist in guiding crane operator and crane maintenance and assisting with maintenance of the Puget.
  • Maintains ship's log and service records.
  • Maintains full U.S. Coast Guard safety compliance for vessels at sea and additional safety equipment as needed.
  • Maintains the boat in operating condition at all times, and ensures the craft is protected from the elements when not in operation.
  • Make minor adjustments and repairs to all parts of engine and deck of the debris boat, as necessary, and performs maintenance painting to exterior and interior of boat, to include the same for the Puget vessel.
  • Maintains and/or changes oil, replaces defective parts, and checks engine fluids, to include the Puget vessel.
  • Performs house-keeping duties as required.

  • Must obtain and maintain a valid driver's license.
  • Must obtain and maintain a U.S. Army Corps of Engineers Boat License within 6 months of being appointed.
  • Must obtain and maintain a U.S. Coast Guard 100 Ton Master Inland Vessel license, with unlimited radar certification must be obtained within 2 years of being appointed.
  • Must obtain and maintain a 5 ton hydraulic crane license must be obtained within 6 months of being appointed.
  • Pre-employment and annual physical is required.
  • Pre-employment and random drug testing is required.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) SMALL CRAFT OPERATOR~ without more than normal supervision. Must have the ability to perform common tasks of a Small Craft Operator. Must have ability to operate a variety of boats, work boats, or towboats, ranging in size up to 26 feet in length, line handling, tasks with chainsaws and power tools and tasks with electronic navigation systems. Must have worked under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Ability To Do The Work Of The position Without More Than Normal Supervision
  • Physical Effort: This position requires lifting, bending, stooping, and carrying. The incumbent must be able to lift moderate to heavy equipment weighing up to 50 pounds. Physical effort is involved in operating controls and guiding and maneuvering the debris collection boat in close proximity to structures and other vessels. Incumbent must be able to see in low visibility conditions, and have depth and color perception in order to operate a boat.
  • Working Conditions: Works inside and outside in all kinds of weather. Is subject to the danger of falling overboard and drowning. There is exposure to traffic hazards while working in the channel. Because work is performed on a small boat, the danger of injury from floating debris or rough seas is present, as is the hazard of sudden storms, rough water, tides, wind and abnormal currents. When making repairs to the boat, operator is exposed to injuries from operating machinery. Exposed to noise in excess of 80 decibels on a regular, recurring basis. There is exposure to fumes from the engine as well as from paints and solvents. Also, exposed to overhead hazards such as moving cranes, bridges and power lines. Must have a valid Washington State Drivers License.
