The Center for Strategic Research (CSR) provides strategic analysis to the Secretary of Defense, Chairman of the Joint Chiefs of Staff, and the Combatant Commands through cutting-edge research, reports, briefings, and memoranda on key functional and regional issues that serve the common defense. CSR studies defense policy, cooperation, and organization, transnational security, future warfare, and military strategy issues as they relate to significant countries or geographic areas.
Summary
The Center for Strategic Research (CSR) provides strategic analysis to the Secretary of Defense, Chairman of the Joint Chiefs of Staff, and the Combatant Commands through cutting-edge research, reports, briefings, and memoranda on key functional and regional issues that serve the common defense. CSR studies defense policy, cooperation, and organization, transnational security, future warfare, and military strategy issues as they relate to significant countries or geographic areas.
Research: The DRF conducts directed and independent research and produces scholarly studies and strategic analyses involving Russia and Russian activities that impact US national security strategy, defense policy, and U.S. and regional military force assessments. The DRF is expected to produce 2 original, high-quality research articles annually that are published in peer-reviewed journals. The DRF also participates in collaborative relationships as a member of an INSS/CSR group or research teams. She/he also will have a specific secondary interest in topics involving Europe, the European Union (EU) and NATO, mentoring junior research fellows and assistants working on those European topics.
Teaching Joint Professional Military Education (JPME): The DRF directly supports teaching and contributes to the intellectual community of JPME institutions in general and to the National Defense University in particular. DRF efforts will include teaching in core or elective courses at one of the NDU graduate colleges, developing curricula, collaborating on programs targeting students, faculty, and/or staff development, or significant student mentoring or advisory programs.
Engagement with Senior National Security Leaders: The DRF interacts with and presents study and research results to senior Department of Defense officials in Joint Staff, Office of the Secretary of Defense, Combatant Commands, and other government agencies and civilian institutions and businesses. The DRF delivers oral briefings, organizes or participates in roundtables, workshops or conferences, and prepares and disseminates event/trip reports and other analytical products to DoD and other relevant USG agencies.
Research Support: The DRF is expected to be collaborative and collegial as a matter of routine. She/he provides timely and helpful formal & informal peer reviews of other CSR Fellows' research monographs, and participates in INSS internal briefings, conferences, brown-bag events and other activities as required.
Administrative Requirements & Professional Behavior: The DRF is expected to routinely complete conference, travel, country clearance requests, travel vouchers, trip reports and other administrative forms and tasks that are integral to conducting research and teaching. She/he also will adhere to all EEO, ethical, Merit System Principles and DoD Standards of Conduct.
Background or Security Investigation: This is a position is a Special Sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret/SCI security determination to occupy a Special Sensitive position within the agency as a condition of employment.
Qualifications
Earned a doctoral degree from an accredited institution of higher education in an appropriate discipline such as international relations/affairs, public policy, or national security affairs (preferred); or a doctoral degree in a related and relevant field like regional studies or comparative politics with a recognized, formal research methodology component required for the degree.
Has a substantial record of written analyses in peer-reviewed professional publications, books, or reports on topics of strategic and security studies and related matters involving: Russia, Russia's foreign & security policy and on the implications for U.S. national security policy and defense plans.
Has exceptional understanding of, and operational experience in, international or regional security affairs, defense policy, and military issues. Has extraordinarily rich expertise and a sustained record of success in interacting with senior officials in the Department of Defense, other USG agencies, and foreign governments related to U.S. national security, defense strategy, the workings of the Department of Defense, and the interagency policymaking process. Has twenty (20) or more years of experience working within the U.S. national security policy community or an international equivalent.
Has led efforts in the design and management of major scholarly research projects, government policy reviews, or other analytic efforts, with limited supervision, that have produced highly influential outputs. Demonstrates intimate knowledge of relevant scholarly research metholologies and a documented ability to apply these and other analytical tools in quality manner on general strategic and security studies and on those involving Russia in particular; and, to a lesser extent Europe and NATO.
Has demonstrated exceptional skill in producing and presenting balanced, objective strategic analyses based on empirical data collection and detailed scholarly research. Has briefed senior government officials, at or above the Deputy Assistant Secretary or two-star military officer levels, or their international counterparts.
Has directly developed or contributed significantly to the development of a course curriculum or taught at the graduate level in relevant areas involving international affairs, national security policy and decision-making; and, about strategic and security topics involving Russia, and to a lesser extent, Europe and NATO.

This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.
