Through audits and investigations, OIG works within DOT to detect and prevent waste, fraud, and abuse in departmental programs. The incumbent for this position serves as a Visual Communications Specialist under the Chief Communications Officer within the Office of Strategic Communications and Programs.
Summary

Through audits and investigations, OIG works within DOT to detect and prevent waste, fraud, and abuse in departmental programs. The incumbent for this position serves as a Visual Communications Specialist under the Chief Communications Officer within the Office of Strategic Communications and Programs.
Serve as a resource for graphical, visual, and multimedia presentation and communication of information and provides assistance and guidance to OIG management in drafting and reviewing written material used for publication internally and externally such as published articles, public statements and speeches, congressional testimony and regular reporting, media quotes, briefing documents and presentations, press releases, audit reports, investigations magazines, materials for internal events and functions such as the annual awards ceremony, OIG weekly newsletter, etc. to ensure consistency, appropriateness of message, and visual appeal.
Plan and produce basic new visual information for the OIG utilizing computer graphics, photography, video digital imaging, and multimedia and digital output equipment.
Perform regular assignments to design, develop, acquire, document, implement, and integrate visual information requirements using computer graphics, multimedia presentations and electronic digital photo imaging.
Assist in producing and coordinating specific applications of visual information products using graphics, photography or video digital processing. With guidance advises clients on the best methods of portraying information through a variety of media products or processes, including various formats, styles, color usage, special effects, infographics and the most appropriate treatment to achieve desired audience reaction.
Design/illustrate ideas and concepts and graphically depicts technical subject matter using charts, graphs, flow charts, and other infographics.
Perform a full range of project management specialties to include graphic art production, visual information design, publication design, and other technical multimedia items to support public affairs initiatives to include oversight, development, production and dissemination of OIG information products. Responsible for the creation and program management of a full spectrum of public affairs information materials, including templates, letterhead package, product packages, tri-folds, posters, booth displays, and illustrations, etc.
Advise clients on the best methods of portraying information through a variety of media products or processes, including various formats, styles, color usage, special effects, infographics and the most appropriate treatment to achieve desired audience reaction.
Research, design, select, and produce visual information material using the most appropriate and cost effective method to best portray the subject matter and meet necessary requirements.
Design/illustrate abstract ideas and concepts and graphically depict highly technical subject matter that often has no precedent, for use in visual presentations, infographics and publications to senior policy makers.

Qualifications
To meet the minimum qualifications for this position, you must meet the SPECIALIZED EXPERIENCE or EDUCATION qualifications for the grade(s) at which you are requesting consideration.
SPECIALIZED EXPERIENCE
GS-11: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-09 grade level in the federal service with the following:
Specialized experience for the GS-11 level: demonstrated experience and skill in designing materials including but not limited to reports, infographics, newsletters, PowerPoint presentations, brochures; skill and experience with common information technology and graphic design tools; and experience with methods and techniques in printing and layout processes, desktop publishing, photographic techniques computer graphics systems, page layout and SharePoint design.
GS-12: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-11 grade level in the federal service with the following:
Specialized experience for GS-12 level includes: applying advanced knowledge and skill in creating unique graphic design, still photographic and video products. Creates complex infographics, newsletters, PowerPoint presentations, brochures; skill and experience with common information technology and graphic design tools; and experience with methods and techniques in printing and layout processes, desktop publishing, photographic techniques computer graphics systems, page layout and SharePoint design.
Education
GS-11: Ph.D. or equivalent doctoral degree; Or 3 full years of progressively higher level graduate education leading to such a degree; Or LL.M., if related; Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position; OR
A combination of graduate level education and experience. This will be calculated using your résumé and unofficial transcripts or a list of courses/course hours submitted with your application.
Unpaid experience that is pertinent should be credited based upon its relevance to the work of the Visual Information Specialist. To be qualifying, the work must have involved visual communication of information or the application of the principles of graphic design.
GS-12: There is no education requirement.
