This position is part of the Makah National Fish Hatchery. As a Biological Science Technician, you will be responsible for assisting in hatchery operations to study fish health and propagation methods and to assist in environmental education and public outreach among local communities and visitors. This is in support of Treaty Trust obligations, commercial and sport fisheries, and conservation of Tsoo-Yess River salmonid stocks.
Summary
This position is part of the Makah National Fish Hatchery. As a Biological Science Technician, you will be responsible for assisting in hatchery operations to study fish health and propagation methods and to assist in environmental education and public outreach among local communities and visitors. This is in support of Treaty Trust obligations, commercial and sport fisheries, and conservation of Tsoo-Yess River salmonid stocks.
Fish Hatchery and Propagation
Assists in planning and carrying out hatchery data collection on hatchery populations to study health and propagation methods.
At the highest grade level, works on planned projects of considerable complexity often requiring multiple timelines, coordination with biologists to resolve complex issues, or longer time spans over multiple spawning seasons.
Conducts operations and studies on efficiency which may cover breeding, rearing, and/or growing fish in tanks or raceways, caring for fertilized eggs in trays, observing fish behavior in response to feeding, cleaning, and husbandry operations, determining feed regiments, treating fish disease, collecting and recording data (hard copy and digital), operating specialized aquaculture equipment such as gates, pumps, valves, filters, alarms, and other support systems to maintain fish health.
Reviews data and prepares reports for biologists to analyze and formulate solutions for complex fish health issues in a hatchery environment.
With minimal direction from the supervisory biologist, provides daily care to fish in an aquaculture facility.
Performs assignments and general maintenance required for general fish hatchery upkeep and maintenance including simple hand tools or power equipment, landscaping tools (grass mowers, shrub trimmers, etc.), and other tools for minor repairs on hatchery equipment.
Assists two additional hatcheries in implementing their work plans to accomplish the Complex mission.
Public Use and Environmental Education
Provides oversight and training for youth programs such as BIA WaterCorps and YCC projects.
Works directly with Makah TERO employees at the hatchery to provide on the job training and education regarding all aspects of hatchery fish propagation.
Provides basic information on fish and wildlife resources and the United State Fish and Wildlife Service to groups and individuals.

Qualifications
Only experience and education obtained by 10/20/2019 will be considered.
You may qualify at the GS-05 level, if you fulfill one of the following qualification requirements:
Possess at least one year of specialized experience equivalent to the GS-04 grade level or higher in the Federal service, or equivalent non-federal experience. Specialized experience is defined as: 1) Providing daily care to fish in a hatchery setting and performing general maintenance and upkeep for a hatchery; and 2) Collecting and recording data on hatchery fish to study health and propagation methods; OR
Have successfully completed a full four-year course of study leading to a bachelor's degree with at least 24 semester hours (36 quarter hours) in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least six semester hours (nine quarter hours) of courses must be directly related to fishery subjects, such as fishery biology, ichthyology, limnology, aquaculture, etc.; OR
Have a combination of specialized experience (as in A above) and education (as in B above), when prorated, combine to meet the qualification requirements of this position. Experience and education are each computed as percentages of their requirements and must equal 100 percent when combined.
You may qualify at the GS-06 level, if you fulfill one of the following qualification requirements:
A. Possess at least one year of specialized experience equivalent to the GS-05 grade level or higher in the Federal service, or equivalent non-federal experience. Specialized experience is defined as: 1) Working with crews, mostly independently, conducting field surveys of fish or fish habitat conditions; 2) Assisting with fish capture and tagging procedures; and 3) Recording, compiling, and organizing biological data;OR
B. Have a combination of graduate education or an internship to substitute for specialized experience when the education is with an accredited college or university that included courses directly related to the occupation, such as fishery biology, ichthyology, limnology, aquaculture, etc.; OR
C. Have a combination of specialized experience (as described in A above) and education (as described in B above) that, when prorated, combine to meet the qualification requirements for this position. Experience and education are each computed as percentages of their respective requirements and must equal 100 percent when combined. (Only graduate level education is creditable to meet this standard.)
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. Possess at least one year of full-time specialized experience equivalent to the GS-06 grade level in the Federal service, or equivalent non-federal experience. Specialized experience is defined as: 1) Leading field crews to conduct field investigations for fish species and their habitat; 2) Assisting in planning and conducting biological surveys for fish or their habitat; 3) Collecting, recording, and analyzing scientific data using a variety of computer software programs;OR
B. Have successfully completed one year of graduate level education (18 semester/27 quarter hours or the school's equivalent) in an accredited college or university that included courses directly related to the occupation, such as fishery biology, ichthyology, limnology, aquaculture, etc.; OR
C. Have a combination of specialized experience (as described in A above) and education (as described in B above) that, when prorated, combine to meet the qualification requirements for this position. Experience and education are each computed as percentages of their respective requirements and must equal 100 percent when combined.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-07. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
