Physical Demands: The work involves long hours of sitting, intense concentration, and working at peak proficiency/intensity levels with irregular breaks and mealtimes. The duties of this position create a highly stressful environment during peak activity, requiring the ability to keep calm in emergency situations. Must be able to cope with the pressure of meeting timeframes and changing priorities. Mental concentration and accuracy are required.
Work Environment: Work is performed primarily in an office setting. During peak activity, increased radio traffic, numerous ringing phones, and conversations result in high noise levels, which require a high level of concentration to perform duties. This creates a high stress work environment.
This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position has been categorized as a Center Manager, and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
THIS IS A DRUG TESTING DESIGNATED POSITION. Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
For GS-11: One year of specialized experience equivalent to at least the next lower grade level GS-09 in the federal service. Specialized experience at this level is defined as experience in the concepts, principles, and practices of incident management in order to: 1) understand the potential threat of fire to the natural resources, private property and the resource values threatened within the geographic area; 2) to assimilate this data, set priorities, and allocate resources for the protection of those resources and property; and 3) to prepare for and assess short or long range functional resource needs based upon fire severity. Examples include experience as a Center Manager or Assistant Center Manager.
Substitution of Education for the Specialized Experience Requirement:
For the GS-11, three (3) years of graduate level education or a doctorate in a position-related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Education and experience may be combined to meet the specialized experience requirement.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. SELECTIVE FACTORS:
This position requires special qualifications that have been determined to be essential to perform the duties and will be used as screen out elements. Those who do not provide evidence they possess the following selective factors will be rated not qualified.
Selective Placement Factor #1: PRIOR WILDLAND FIREFIGHTING EXPERIENCE REQUIRED. Applicants must have at least one season (3-6 months) of prior wildland firefighting experience. This must be evidenced in your application. Your experience needs to have been on an organized crew where you received training and experience on a variety of initial attack, extended attack or project fires which would provide an understanding of the support requirements provided by the dispatch functions.
Selective Factor #2: To meet IFPM minimum qualification requirements for Center Manager (CMGR), you must have possessed OR must possess all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
1) Expanded Dispatch Support Dispatcher (EDSD),
2) 90 Days of Prior Wildland Firefighting Experience, AND
3) Required Training - S-491, "National Fire Danger Rating System".
We expect to fill one vacancy at this time; however, more than one position may be filled from this announcement.
