    The Commission’s primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA’s goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activities.

    The incumbent serves as the Director of Public Affairs. Under the supervision and direction of the Office of the Chief of Staff, the incumbent is responsible for planning, coordinating and managing the agency’s media relations, community engagement, internal information, legislative affairs and inter-governmental communications programs and activities. The incumbent is responsible for the coordination of daily activities and functions relating to the Division of Public Affairs, supervision of several staff members and collaborations with other division offices as necessary.

    • Serves as point of contact, both internally and externally, for all public and governmental communications and interactions; ensures that all such contacts are consistent with overall Agency mission, policy and protocol. Directs and oversees incoming written communications while working with the proper Agency department or division for adequate response.
    • Coordinates, on an agency-wide basis, the implementation of policies, criteria, and procedures governing media relations, community engagement, internal information, congressional relations, and other intergovernmental affairs.
    • On a daily basis keeps the Chief of Staff and other key NIGC officials informed on matters regarding media relations, community engagement, internal information, congressional relations, and other intergovernmental affairs issues that may impact the Agency or reaction toward NIGC programs and activities.
    • Develops, integrates, and monitors plans and programs and tracks associated budget.
    • Organizes the formulation, development and presentation of the public message of the NIGC, including preparation and release to the media of press releases, speeches, reports and policy statements.
    • Has extensive experience in the development of and understanding of social media and should be able to utilize multiple social media platforms to share and exchange Commission information.
    • Identify and attend tradeshows and expos to increase awareness and understanding of the NIGC and the mission, policies, and programs of the Commission.
    • Maintain a reputation as a respected and professional organization charged with part of the responsibility for Indian gaming regulatory compliance.
    • Monitors important legislative matters affecting NIGC functions and areas of responsibility or interest. At the direction of the Office of the Chief of Staff, routinely conducts outreach to Congressional staff regarding NIGC matters.
    • Coordinates the formulation, development and presentation of the legislative plan of the NIGC, including clearance with the Office of Management and Budget (OMB) and Agency submissions to Congressional bills, resolutions, reports, testimony and other statements on legislation.

    This position is in the excepted service and not subject to competitive service procedures. Competitive Civil Service status is not acquired under this appointment. New appointees to the excepted service must serve a two year trial period. Merit Promotion procedures do not apply. 

    The NIGC has determined that the duties of this position are suitable for telework.

    Travel Required

    25% or less - Depending on the time of year, travel of 2-3 weeks per month could be expected. Other times there could be no travel.
