    Summary

    Workforce Management and Consulting (WMC) drives talent management throughout VHA, by providing consultation, influencing VA Human Resources (HR) policy development; and providing oversight, operational guidance, workforce planning, HR management systems, and HR model services. WMC designs and delivers systems, infrastructure, and programs that enable VHA to deliver premier healthcare services through a motivated, highly qualified, and engaged workforce.

    Responsibilities

    The Executive Director, Human Capital Management is organizationally assigned to the Workforce Management and Consulting (WMC) Office in the Veterans Health Administration (VHA). The responsibilities include, but not limited to:

    Serves as a VHA key strategic advisor on human capital and is committed to designing, developing, and implementing those models and guides that will attract, develop and retain quality employees and ensure a high-performing workplace.

    The incumbent is also responsible for maintaining accountability for the performance and conduct of all individuals who occupy senior management positions.

    Focuses on human capital issues impacting the clinical environment in VHA emphasizing the health care technical and leadership competencies required for government administration, healthcare administration, accrediting and oversight agencies, cultural assimilation, local community responsibilities, healthcare policy and healthcare industry competition.

    Serves as a principal advisor to VHA, and VA components including Office of Information Technology (OI&T) executive leadership on human resources initiatives, healthcare infrastructures, healthcare administrative procedures, and occupational policies covered under Title 5 and Title 38.

    The incumbent represents VHA, and components of VA involving OI&T on a variety of councils and boards to address sensitive healthcare delivery program systems and disseminate healthcare policies across the Agency.
