As Chief of the Safety Information Systems Division, the employee provides leadership, oversight, guidance, and operational and strategic program coordination to critical technology initiatives in support of safety information system development.
Broadens and strengthens existing internal and external relationships, and builds new relationships with clients, DOT policy makers, transportation practitioners, and relevant research and technology communities.
Provides management leadership and coordination in supporting system safety assessment of transportation information systems; data sensitivity analysis; system certification; and the assessment of systems designs with regard to security vulnerabilities, including system security plans and the development of Continuity of Operations Plans (COOPs).
Manages programs and projects in accordance with Volpe Center project management standards and best industry practices. This includes developing and managing Reimbursable and Inter-Agency Agreements (RAs and IAAs), monitoring project funding levels, establishing and maintaining good working relationships with current and future clients, ensuring the quality of deliverables and providing quick reaction responses as required. Professional certifications such as Certified in Risk and Information Systems Control (CRISC), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), and intimate knowledge of applying standards such as NIST Software Assurance Metrics (SAMATE) DO-178B are valued.
Coordinates the acquisition of contractor services, including the development of statements of work. Ensures the acceptable performance of assigned contractors, ensures effective management of contract funding, and coordinates the resolution of any identified problems with contracting personnel as required. Responsible for the justification and execution of requested and assigned fiscal resources.
The ideal candidate has considerable expertise technically executing highly complex projects and has been responsible for the long-term strategic and business focus within an organization’s full spectrum of information technology solutions and improvements to major transportation safety data issues. This position provides critical leadership in the creation, development, maintenance, and enhancement of highly technical initiatives that critically impact the Center’s and Department’s support of national transportation safety.

Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Computer Scientist - 1550:
Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
