Duties

Help

The incumbent will serve as a Human Resources Specialist in a small organization (approximately 280 employees) performing a wide variety of human resources duties.  The incumbent will perform complex work in two or more human resources areas such as recruitment and placement, position classification, retirement, compensation, employee benefits and employee relations.  The primary areas of responsibility for the position are staffing and recruitment and position classification.

Applicants must have at least 52 weeks of service equivalent to the next lower grade level in the normal line of progression for the position.

Appointment to this position may be subject to successful completion of a 1-year probationary period.

Qualifications

Applicant may qualify for this position based on specialized experience. 

At the GS-12, applicants must possess one (1) full year of specialized experience equivalent to the GS-11 grade level.  Specialized experience includes experience in one or more areas of Human Resources, to include Recruitment and Placement, Position Classification, Performance Management, Employee Relations and Employee Benefits. With an emphasis on recruitment and placement and position classification, the incumbent has experience providing the full range of internal and external recruitment and staffing services and classifying General Schedule (GS) positions in accordance with OPM Classification Standards. 


At the GS-13, applicants must possess one (1) full year of specialized experience equivalent at the GS-12 grade level. Specialized experience includes experience in one or more areas of Human Resources, to include Recruitment and Placement, Position Classification, Performance Management, Employee Relations and Employee Benefits. With an emphasis on recruitment and placement, the incumbent has experience providing the full range of internal and external recruitment and staffing services, conducting job analysis, developing crediting plans, publishing vacancy announcements and management advisory services.  With an emphasis on position classification, the incumbent has experience classifying GS positions in accordance with OPM Classification Standards, conducting desk audits and completing evaluation statements.

1.   Knowledge and skill administering a recruitment program.  
 
2.   Knowledge of laws, regulations, policies, and procedures governing benefits, retirement, compensation or any other Human Resources area.

3.   Skill in communicating both orally and in writing and interacting successfully with others at all organizational levels, both internal and external.

4.  Ability to provide a broad range of Human Resources Management advisory services.

5.  Ability to analyze complex issues, develop solutions, and provide options and recommendations.

Education

There is no substitute of education for specialized experience at the GS-12/13.
