This position is located in the Alexandria, VA Office of the Department of Defense Office of Inspector General, Deputy Inspector General for Overseas Contingency Operations (ODIG OCO). The incumbent performs program analyst duties related to the Lead Inspector General (Lead IG) mission.

Develops long-range plans, goals, objectives and performance measures to ensure that OIG/Lead IG initiatives related to designated overseas contingency operations are effectively integrated and unified and that the management infrastructure in country fully supports program execution.
Provides expert level advice to ODIG OCO and OIG leadership on OCO program operations as it relates to the Lead IG.
Is responsible for analysis and evaluation of program operations in multiple OCO locations; performs or leads program analyses and reviews to evaluate progress toward established goals and objectives and to evaluate progress against performance measures; analyzes trends, problems, and deficiencies and develops and implements short and long-term solutions, preventive measures and corrective actions.
Provides oversight and instruction to OIG/Lead IG teams, coordinating schedules, tracking projects, and serving as an on-site liaison between ODIG OCO headquarters and OCO locations; makes on-site decisions when needed on urgent operational problems, interpreting and ensuring adherence to OIG policies and standards.
Establishes and maintains a liaison role with officials of DoD, other Federal agencies, on-site military command and civilian officials and representatives of other governments as needed for management and support of OIG/Lead IG activities; represents ODIG OCO and the OIG in coordinating operations.
Supervises day-to-day activity of assigned staff serving as a team leader; plans and assigns work and establishes work priorities; administers leave policies and programs in affirmative action and equal employment opportunity; counsels employees on performance and administrative issues; interviews candidates for positions and recommends or takes personnel actions; establishes performance standards, evaluates performance and provides developmental activities for staff.
SPECIALIZED EXPERIENCE:
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Mastery level knowledge and skill in analysis and development of program plans and evaluation of multinational program operations to apply them to program development.
Knowledge of evaluative standards, methods, and qualitative analytical techniques in order to apply them to study areas and oversight projects.
Knowledge of Inspector General standards, policies and procedures to perform oversight duties related to OCO activities.
Skill in dealing with components and international staff at all levels and to work with a variety of stakeholders to manage activities and gain support for OIG/Lead IG programs in OCO locations.
Extensive skill in advanced qualitative and quantitative analytical techniques in order to apply those skills to study areas.
Expert skill in verbal and written communications to work with internal and external contacts to maintain liaison represent ODIG OCO and OIG/Lead IG and to provide briefings and report findings.
Ability to analyze program operations, trends, problems, and deficiencies to develop solutions for continuing mission accomplishment. .
