Duties

Help

The cataloging and metadata librarian is responsible for the creation, maintenance, and quality control of metadata activities for the library's physical, virtual and digital resources and collections. In collaboration with technical services and metadata areas of the library, the position is the primary authority on applying cataloging standards (AACR2/RDA, MARC, LCC, LCSH, MARC21) and using tools such as OCLC Connexion and MarcEdit. This position will perform original cataloging and take the lead on creating workflows and documentation based on the current rules, trends, and best practices and will perform original cataloging when required. Incumbent oversees record quality and catalog integrity within the ILS and the discovery layer. This position requires an understanding and awareness of end user needs and capabilities. The position supports all metadata activities that enrich the discovery of NIST-created content. This includes an understanding of RDF, XML, and BIBFRAME as well as the use of transformational tools such as XSLT and Python via repositories and digital collections. Serves as a forward-thinking authority on developing metadata schemes, trends, and emerging standards.

Qualifications

Basic Requirements:

A. Successful completion of one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a Bachelor’s degree.

OR

B. Successful completion of a total of at least five years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic requirements listed above, applicants must possess one year (52 weeks) of specialized experience equivalent to at least the GS-07 (ZA-I at NIST). Specialist experience is defined as experience with original cataloging of items such as monographs, serials, e-resources, and archival materials, and applying cataloging rules such as AACR2, RDA, Library of Congress Classification Schedules and subject headings and other non-MARC metadata related formats.

OR

2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

OR

A combination of education and experience as described above that equates to one year of experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position allows you to qualify and be considered based on your education. *Knowledge of ILS and collection management interfaces (SirsiDynix, ExLibris, Alma, OCLC Connexion, CONTENTdm and discovery services).

*Ability to plan, create, and execute workflows for metadata processing and digital object preparation.

*Knowledge and use of LC Authority files and other standards for authority metadata.  

*Skills and experience in applying metadata schema (Dublin Core, MODS, METS, EAD, MARC, RDF, Schema.org vocabularies) to organize and describe digital content.

*Skills with depositing/ingesting/harvesting metadata including using scripting languages and use of tools such as MarcEdit to manipulate large batches of metadata.

*Skills in providing training sessions and writing instructional materials
