Duties

Help

You will:

-Conduct chemical market studies and analyses of the costs,benefits and socio-economic impacts of regulatory and non-regulatory actions to support new, existing, and national program chemicals activities and general rulemaking under the Toxic Substances Control Act (TSCA).

-Plan and develop studies which involve gathering, analyzing and interpreting data and information using the application of advanced economic concepts and analysis techniques.

-Serve as a technical expert to provide critical analyses and recommendations for studies, program plans and proposed actions under environmental statutes.

-Develop and make recommendations to formulate regulations, policies, procedures and guidelines to control chemicals and toxic substances.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level defined as assisting in researching and analyzing economic data to provide findings on benefits and costs and economic impacts.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Skill in economic principles and theories, as applied to economic studies; 2) Skill in economic application of principles  sufficient to project managing risks; 3) Knowledge of different industries, commercial and/or consumer operations; 4) Knowledge of laws, guidelines and standards for assessing risks from industrial chemicals or biological agents; 5) Skill in fact-finding techniques and analyses; 6) Ability to evaluate and incorporate guidelines and criteria into economic and policy analyses; 7) Skill in written communication sufficient to draft policies and guidelines recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

Economist

You must have a bachelor's degree from an accredited or pre-accredited college or university in one of the following:  economics with at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR a combination of education and experience with courses equivalent to a major, as listed.

Additional information

This position is in the bargaining unit.

Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.
