As a Supervisory Equal Opportunity Specialist (Program Manager) GS-0360-15, you will be responsible for the following duties:


•     Assist in the management of the HQ office's enforcement program which ensures civil rights compliance by recipients of Federal funds through the conduct of complaint investigations, proactive compliance activities and technical assistance.
•     Find ways, through OCR's case investigation and resolution process, to effectively and efficiently resolve cases, providing expert advice to the case resolution team to ensure that cases are promptly and effectively investigated.
•     Supports a performance culture that emphasizes accountability, efficiency and effectiveness that sustains excellence, promotes collaboration, optimizes results, and fosters innovation and continuous improvement.
•     Supervises either directly or as second-line supervisor, depending upon office structure, investigative staff and/or administrative staff in the HQ office.

Minimum Qualification Requirements

Specialized Experience for the GS-15

One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:
1.    Experience with federal or state civil rights law, administrative law, or comparably complex bodies of statutory and regulatory law.
2.    Experience supervising multiple attorneys and investigators in investigating and resolving complaints using sound investigative techniques.
3.    Experience implementing organizational management principles and techniques as applied to administrative, budget, and personnel matters.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of investigative, analytical, fact-finding, problem-solving, dispute resolution, and negotiation techniques.
2.    Ability to plan and assign work to staff, review work products to ensure work quality and quantity requirements are met and are consistent with directives, regulations and policies.
3.    Ability to support a performance culture of accountability that sustains excellence and promotes collaboration.
4.    Ability to establish and maintain working relationships.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1.    Eligibility and Minimum Qualifications
Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

3.    Referral and Selection
