Summary

The incumbent serves as the Office of Audits, Information Technology Division (AUD/IT) Director, within the Office of Inspector General (OIG), for the U.S. Department of State (Department). OIG has statutory oversight responsibility covering the Department and U.S. Agency for Global Media (USAGM). AUD/IT is responsible for planning, conducting, supervising, and coordinating IT performance audits of the Department, USAGM, and the International Boundary and Water Commission (USIBWC).

Duties

Help

As the AUD/IT Division Director (Supervisory Management Analyst), under the broad direction and supervision of an Assistant Inspector General (AIG) and/or a Deputy Assistant General (DAIG), the incumbents duties and responsibilities, may include, but are not limited to the following: 

  • Plan, direct, and administer the comprehensive AUD/IT division audit program. 
  • Plan, schedule, conduct and report on audits, evaluations, and special inquiries of the Department, USAGM and USIBWC Information Technology activities. 
  • Improve program performance and operations, reduce cost, facilitate decision making by parties responsible for programs, and contribute to public accountability both domestically and at overseas post. 
  • Delegate assignments to subordinate supervisors who serve as Audit Managers. 
  • Assign non-supervisory staff members to teams, under supervision of Audit Managers, to carry out audit activities.  
  • Ensures audit standards, procedures, and guidelines established by the GAO and OIG are fully followed and implemented by Audit Managers and staff members. 
  • Review and modify audit reports prepared by AUD/IT members, to include contractors, to ensure accuracy and compliance with GAO standards and OIG policies. 
  • Carry out a full range of supervisory responsibilities, expected in the federal government such as, establishing priorities and deadlines for work accomplished, ensure staff carries out work in a timely and fully satisfactory manner, evaluate Audit Managers and prepare formal performance appraisals, identify training and developmental needs, carry out EEO requirements, hear grievances and provide conflict resolution as appropriate, etc.

  • This is a supervisory position. New supervisors must successfully complete a 1 year probationary period.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:  

• Experience in interpreting and applying professional accounting/auditing standards to include the Generally Accepted Government Auditing Standards and the Federal Information Security Modernization Act (FISMA).

• Experience in overseeing and directing operational activities of audit teams and members conducting difficult assignments that typically involve interrelationships between programs, systems, functions, and policies. Activities include reviewing and evaluating the performance entities assigned functions.

• Experience in independently conducting comprehensive audits and evaluations which include the identification and analysis of numerous factors, such as recommending approaches and proposing possible solutions involved in programs, operations and systems.

• Experience in leadership and management functions such as balancing workloads and commitments, evaluating audit managers performance, supporting EEO initiatives, hearing and resolving employee complaints and identifying employee professional training needs etc.

There is no substitute of education for specialized experience for this GS-15 position.

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

  • Knowledge of professional standards, theories, practices, and techniques of performance auditing sufficient to lead a team of auditors and management analyst in conducting IT related audits.
  • Knowledge of Information technology concepts, policies, procedures and tools to include IT system controls and risk assessment techniques.
  • Skills in organization, managing, and leadership in order to effectively manage and professionally develop auditors and management analyst in the AUD/IT Division.
  • Skills in critical thinking and a wide range of qualitative and quantitative methods required to analysis and improve programs, and propose innovative solutions to deficiencies during audits.
  • Ability to verbally communicate effectively to present briefings, lead meeting, provide training and represent OIG internally and externally at functions or events.
  • Ability to communicate effectively in writing to develop clear, concise and accurate audit reports appropriate to the type of audience using the audit report.
