Duties

Help

This position serves as the Branch Chief, Cash Management Branch. The duties of this position include the following:

  • Responsible for administering all phases of the divisions grant financial oversight and payment management and commercial payment activities for NSF’s programs.
  • Business owner of the NSF Automated Cash Management Service (ACM$), which is used by awardees to request grant funds and report expenses.
  • Owns the business processes for actively monitoring grant financial payments; reviewing related post award financial activity; and assessing improper payments.
  • Serves as lead or key component in the development of financial oversight and payment policies, procedures, reporting and controls relevant to grant recipients in accordance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance 2 CFR 200).
  • Serves as NSF point of contact with Department of Treasury/Financial Management Service, General Services Administration and other central agencies on government wide cash management issues and reporting.
  • Serves as the expert on advice and assistance to officials on areas of appropriation law, funds control, comptroller general decisions/rulings, US Code of Federal Laws and Regulations in the area of cash management.
  • Oversees the NSF travel charge card program including its operations,, policies and oversight and acts as a liaison on the government-wide travel charge card program.
  • Supervises a staff of accountants and financial analysts comprising the branch.

Qualifications

To qualify at the GS-15, you must have at least one year of specialized experience equivalent to the GS-14: Examples of specialized experience are: directing a professional staff; planning the work of the section; planning and conducting systematic reviews of accounting and financial reporting systems; investigating existing accounting systems; designing new or revised accounting reporting systems; reconciling grantee financial reports; and monitoring grantee institutions to assure compliance with financial policies.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
