WHAT DOES A TAX EXAMINING TECHNICIAN CLASSROOM INSTRUCTOR CADRE DO? As an Instructor Cadre, you will be part of a cadre that will be responsible for delivering formal classroom and/or on the job instruction/training to individuals from within your organization. In this role, you will use your technical expertise and years of experience to plan and/or conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. You have the extraordinary opportunity of sharing your expertise and knowledge with others, while at the same time serving in a role that is of tremendous benefit to the Service as a whole!  

As a Tax Examining Technician Classroom Instructor Cadre you will:

  • Instructor Cadre members will perform their regular duties and direct work, either phones and/ or
    paper during non-training times. During the training assignment, if the cadre member is not
    actively involved in the essential instructor duties, he/she will return to direct work activities when not preparing, instructing and/or facilitating.
  • Coordinate as appropriate in delivering formal classroom and/or on the job instruction/training materials.
  • Analyze, write and review course material. Develop, plan, schedule, coordinate, and/or present basic, advanced, or specialized course content or instruction as assigned. Teach and/or provide instruction in recruit, basic, advanced, and specialized courses and technical knowledge, counsel others during the progress of the course/instruction to assist with problems and provide special guidance.
  • Coordinate with others who may be assigned on either a full time or part time basis for recruit, basic or advanced training as required. Assure that instructors or other coaches are informed of any changes in course or technical subject matter.  Coordinate as appropriate on methods, techniques, training aids, and/or classroom and trainee management relative to assigned courses or technical areas. 
  • May also provide specialized instructor training to other instructors, if appropriate.
  • Ensure familiarity with course materials, illustrative material, case studies, technical materials and class assignments accordingly. Ensure consistency in technical interpretation of regulations and their application. Recommend changes in emphasis, adjustment in the division of time spent in lecture, discussion, workshop, or other elements of course content to improve presentations; also recommends necessary changes in other training needs and/or identified in classroom observation.
  • Evaluate and/or recommend whether trainees or others should be retained and/or need additional instruction; in addition, evaluates trainees’ course progress and/or conduct.

Qualifications

You must meet the following requirements by the closing date of this announcement. 

BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation.  You must have a current performance appraisal rating of fully successful or above. You must be in the current GS-0592 position at the grade GS-05 or GS-07.

The cadre position covered by this announcement is identified below:

  • Employees must currently be in Andover Accounts Management on PD 92101
  • No promotion potential: GS-05 remains GS-05 and GS-07 remains GS-07
  • No change to current post of duty

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

CONDITIONS OF EMPLOYMENT:

  • We may select from this announcement or any other source to fill one or more vacancies.
  • This is a bargaining unit position.
  • Alternative work schedule, staggered work hours or telework may be available.
  • Tour of Duty: Monday - Friday, Day and Swing shift.  TOD may be negotiated at time of selection and/or adjusted to fit business needs.
  • This is a collateral duty assignment. You will remain on your TOD until you are selected to instruct/OJI. At that time you may be required to temporarily change your TOD.
  • Selectee will remain in Cadre pool for 3 years and then will need to reapply.

Rating
: Your application will be evaluated on the CJEs of the position to be filled per the National Agreement Article 13 and Article 30. Your application will also be rated and ranked among others, based on your responses to the online questions, regarding your experience, training, performance appraisals and awards relevant to the duties of this position (i.e., teaching expertise, subject matter experience, course writing experience, and recent instructor experience.). Referral: If you are among the top qualified candidates, your application may be referred to a selecting official for consideration. If selected, an instructor will remain in the cadre (pool of instructors) for 3 years. After 3 years, an employee will need to reapply to remain in the cadre. New instructors will be required to attend CITC training, and will be certified during their initial instructional assignment. Applicants who are already CITC trained will not be required to take CITC again.
