Duties

Help

As a Budget and Accounting Analyst, you will:

  • Responsible for tasks and activities in support of budget formulation, accounting principles, presentation, and execution of the annual operating budget.
  • Analyze and make recommendations on the annual/multi-year funding estimates for operating officials.
  • Make determinations and projections through the use of various financial and management reports for personnel salaries and expenses, travel, supplies services and other expenses.
  • Recommend funding levels for new and expanding workloads in consultation with the Deputy and Assistant Inspector General for Management.
  • Prepare staffing and funding exhibits and financial schedules including narrative justifications.
  • Prepare financial reports required for budget estimates, deficiency apportionments, and allotment needed to finance new programs.
  • Analyze, develop, and issue recommendations, allotments, and operating budgets upon the request of the IG's office.
  • Develop and allocates funds on a quarterly basis.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy.

Qualifications

Specialized experience required for GS-11:  To qualify for the GS-09 grade level, you must have one year of specialized experience at the GS-11 level in the Federal service or equivalent. Specialized experience is defined as: (1) performing accounting, financial management and analysis, and obligating/de-obligating funds; (2) preparing reconciliation reports, conducting detail analysis and preparing estimates of annual funding for current and future budget years; (3) assisting in the preparation of tabular data and supporting documentation for budget submission to OMB and Congress.

GS-11 grade level applicants may also qualify based on education or a combination of specialized experience and education:  To qualify based on education, applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related. A combination of specialized experience and graduate education may also be qualifying. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards 

Experience required for GS-12: To qualify for the GS-11 grade level, you must have one year of specialized experience at the GS-12 level in the Federal service or equivalent. Specialized experience is defined as: (1) advising managers on fiscal accounting and budget matters; (2)providing guidance on budget policies and entitlements; (3) analyzing and interpreting financial management data; (4)providing advice and guidance on financial matters.
