Review and interpret instructions for the preparation of budget, program, and accounting documents.
Coordinates the processing and review of budget documents for assigned programs, and where necessary, revises the documents to reflect the results of the review process.
Analyze, advise on, and recommend solutions to budgetary problems in the planning, formulation, justification, and execution of assigned programs.
Serve as the primary budget analyst for the region’s working capital funds.

Qualifications
Specialized Experience Requirements: In order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume.
To qualify at the GS-12: One year of specialized experience equivalent to at least the next lower grade level GS-11 in the federal service. Specialized experience at this level is defined as experience with the concepts, principles, practices, laws, and regulations which apply to multiyear programming and budgeting for water resource development and operation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.
