This position serves as the Director, Office Direct Service and Contracting Tribes (ODSCT), Indian Health Service (IHS), an agency within the Department of Health and Human Services. The ODSCT is located in the Office of the Director at IHS Headquarters in Rockville, Maryland.
The IHS provides leadership and direction to programs and activities designed to improve health services to over 2.6 million American Indians and Alaska Natives who are members of 573 federally recognized tribes in 37 states. Comprehensive primary health care and disease prevention services are provided through a network of over 605 hospitals, clinics, and health stations on or near Indian reservations. These facilities are predominately primary care settings and are managed by IHS, Tribal and Urban Indian health programs.
The Director, Office of Direct Service and Contracting Tribes (ODSCT), as one of two principle agency liaisons with federally recognized tribes, to provide leadership and advocacy of tribal health activities, as authorized under the Indian Health Care Improvement Act (25 U.S.C. §§ 1601-1685) for direct service tribes, and serves as the agency's principal liaison to the 573 federally recognized tribes in support of Indian self-determination, as authorized under Title I of the Indian Self-Determination and Education Assistance Act (25 U.S.C. §§ 5301-5332; 25 C.F.R. Part 900).
Directs a national program and provides leadership as principal advisor to the IHS Director and senior staff to develop and recommend health policies, program management, budget formulation, resource allocation, and delegation support for IHS direct service Tribes and Indian self-determination activities.
Provides overall Agency leadership on policy development, analysis and issues concerning the Federal recognition and funding of newly recognized Tribes.
Provides leadership, guidance and oversight of agency Contract Support Costs (CSC) activities, including preparation, negotiation, determination, payment, and reconciliation of CSC funding used to support new, expanded, and ongoing services provided through contracts and compacts pursuant to the Indian Self-Determination and Education Assistance Act.
Serves as focal point for consultation to seek maximum participation and input with tribes, tribal organizations, and IHS staff in the development of agency policy.
Serves as federal executive sponsor in providing oversight of the IHS Direct Service Tribes Advisory Committee and the IHS Contract Support Costs Workgroup. Serves as the principal liaison with Direct Service Tribes Tribal leaders, national Indian or Tribal organizations, inter-Tribal consortiums, Area health boards, and Service Unit health boards.
Ensures Agency compliance with direct service and Indian self-determination policies, administrative procedures and guidelines.
Provides national oversight of a tribal management grant program and recommends approvals to the IHS Director.
Conditions of Employment
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
