Duties

Help

-Conduct monthly random samplings on magazines aboard NSWC IHEODTD and annual wall-to-wall inventories at Picatinny, NJ and McAlester, OK to ensure accuracy between physical assets valued over $250 million and amounts listed in OIS-R in accordance with naval regulations.

- Review and analyze sampling and wall-to-wall inventory results in order to identify any noticeable trends. Review activity metrics and activity data posted to the Ordnance Assessment Portfolio (OAP) on the NAVSUP GLS AMMO secure website.

- Interact with NAVSUP GLS AMMO to improve the accuracy of the wholesale ordnance (OIS-W) Master Data Files (MDF).

- Maintain a Supply Discrepancy Report (SDR) management program that ensures that all SDRs are generated and tracked utilizing the Product Data Reporting and Evaluation Program (PDREP) system.

- Inspect active and inactive potential explosion sites (PESs) and Exposed Sites (ESs) as often as necessary, depending on the hazard associated with the operation, but at least annually. Records of the inspections and actions taken to correct any identified deficiencies will be provided to the Explosives Safety Officer (ESO).

- Assure that all assigned standard operating procedures (SOPs) meet the requirements of NOSSAINST 8023.11 (series) and are reviewed and approved by the activity safety office for incorporation of OSHA and environmental requirements.

- Monitor the explosives qualification and certification program for compliance, and report to the ESO any deficiencies.
- Support the ESO in review of ESQD maps to assure that all PESs and ESs within ESQD arcs are shown and that ESQD arcs are accurate.

- Conduct accident investigations in accordance with OPNAVINST 5102.1 (series) and reporting findings to the ESO so that higher authorities can be notified, as required. In addition, support the ESO in the maintenance of a record listing accidents with recommendations for preventive measures.

- Support the ESO in the maintenance of the activity's explosives safety manual and applicable explosives safety directives.

- Support the ESO before/during/following explosives safety inspections and other explosives safety related matters.

- Assist the ESO in the development and presentation of activity safety training classes adequately address explosives safety practices and principles.

- Support the ESO in Explosives Safety Self-Assessment (ESSA) conducted in accordance with NOSSAINST 8020.14 (series).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9/10 grade level or NT-03 pay band in the Federal service or equivalent experience in the private or public sector coordinating the assessment, development or implementation of regulatory processes and procedures for an explosives safety and ordnance operations program.

THE FOLLOWING EDUCATION CAN BE SUBSTITUTED FOR SPECIALIZED EXPERIENCE:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus The percentage of the required experience must equal one hundred percent.
