Duties

Help

The incumbent serves as the Assistant Radiation Safety Officer for the organization and is responsible for the comprehensive Radiation Safety Program for the Ralph H. Johnson VA Medical center. The RHN AMC makes extensive use of ionizing radiation in both diagnosis and treatment of disease in the veteran population as well as in the research programs (laboratory, animal and human) of the institution. Minimum requirements for the safe and effective use of these modalities are established by the Nuclear Regulatory Commission (NRC) (e.g., 10 CFR 19, 20, 30, and 35, among others), Occupational Health and Safety Administration (OSHA), Food and Drug Administration (FDA), Environmental Protection Agency (EPA), Department of Transportation (DOT), Veterans Health Administration (VHA), Joint Commission, and other agencies.

The RSO is a professional staff member who is appointed by facility executive management and agrees in writing to implement the facility's radiation protection program. For medical uses of radioactive materials, the RSO must as a minimum meet qualification requirements in Title 10, Part 35, of the Code of Federal Regulations (10 CFR 35). The RSO must also be approved by a permit amendment from the VHA National Health Physics Program (NHPP).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Basic Qualification Requirements - you must meet one of the following:

A) Successfully completed of a full 4-year course of study at an accredited college or university leading to a bachelor's degree or higher in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. (Official/Unofficial Transcripts Required - If you do not include your transcript you will not be considered). ~OR~

B) A combination of education and experience -- Possess a combination of education and experience with courses as shown above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics (copy of certification must be submitted with your application materials), plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described above. (Official/Unofficial Transcripts Required - If you do not include your transcript you will not be considered). ~AND~

In addition to the above, you must also meet the minimum qualifications:


GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Knowledge of the nature and effects of ionizing radiation, principles and techniques of measurement, evaluation of hazards, principles and techniques employed in medical imaging quality control
  • Knowledge of standards and the administrative organization required to effectively conduct programs for radiation safety and medical imaging quality control
  • Maintain a working knowledge of all regulatory agency requirements as they pertain to Radiation Safety
  • Under direct supervision, provides comprehensive radiation safety oversight to a large and complex Radiation Safety Program
  • Under direct supervision, advises medical center staff about methods to reduce radiation exposures to workers, the public, patients, releases of radioactive materials to the environment
  • Works with medical center staff to resolve problems related to radiation safety

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work generally is performed in an office setting, but may require visits to clinical or research areas in addition to including a variety of conditions during times of emergent conditions. During inspections, the employee is exposed to a variety of hazards and discomforts that may require use of protective equipment. Work involves regular and recurring activities involving moderate risks and discomforts that associated with radiation situations that require continual alertness and taking of special safety precautions, wearing special protective items of clothing, and following special procedures. Travel may be required to other VA facilities (e.g. community based clinics) and to attend training, meetings, and conferences.
