Duties

Help
  • Reviews new contracts/grants/agreements assigned to assure all necessary clauses have been included.
  • Review schedules, specifications, material requirements, and pertinent contractual clauses to determine administrative functions to be performed and issues Contract Deficiency Report (CDR) as required.
  • Monitors contracts using various electronic systems. Prepares various contractual modifications for signature.
  • Analyzes contract funds status reports, actual expenditures, and reports made by technical specialists and determines if the contractor's progress and expenditures compare with negotiated estimates.
  • Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
  • Resolves delivery schedule problems with contractor and buying activity, and negotiates delivery schedule changes.
  • Maintains contract files on the status of various contract administration actions or requirements. Coordinates with the buying office on contractor's requests for waivers or deviations from contract terms.
  • Receives requests from buying activities for specific services and/or products specified under BOAs, or by provisioning and spare parts clauses of contracts.
  • Prepares various types of negotiation memoranda to explain rationale and methods used in arriving at a final position and prepares full documentation for cases requiring ACO review.
  • Responsible for the identifying and pursuing the use of quick closeout to the maximum extent possible.

Qualifications

These positions are designated Emergency-Essential (E-E). In event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09. Specialized experience is defined as: Experience monitoring contractor's performance for compliance with contract data reporting requirements. Coordinate contractor's requests for waivers or deviations from contract terms. Maintain funds status to ensure contractual compliance. Prepare administrative and reporting actions for inclusion into final closeout documents.

Education can be substituted for experience.

Education

BASIC EDUCATION REQUIREMENT (Contracting Series):

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any
combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: You MUST submit a copy of your transcripts.

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts
above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from
meeting this requirement.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification
requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign
education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been

Additional information

  • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.
  • Schedule tour of duty will require evenings, weekends and holiday work hours, and overtime.

  • Selectees will be hired at the GS- 11 grade level and will be TEMPORARILY PROMOTED TO THE GS-12 GRADE LEVEL UPON DEPLOYMENT TO AN OVERSEAS CONTINGENCY OPERATIONS LOCATION, subject to meeting applicable Qualification and Time in Grade requirements. Upon completion of the deployment, the employee will be returned to the non-deployed position, at the non-deployed grade level. This announcement serves as competition for the GS-12 temporary promotion.
