This position is located in VBA's Loan Guaranty Service in Washington, DC. This office is responsible for policies, regulations, procedures, and standards with respect to several related mission-essential program segments that involve the guaranty of loans, determination of veteran eligibility for loans, determination of eligible veterans for specially adapted housing and special home adaptation grants, and the making of direct loans to Native American veterans living on trust lands.

Duties

Help
  • Serve as Assistant Director of the Loan Policy and Valuation Program within the Office of Loan Guaranty Service.
  • Manage a staff of loan specialists, appraisers and analysts.
  • Direct the work performed by units comprising of the Loan Policy, Valuation, and Specially Adapted Housing teams.
  • Analyze and evaluate loan guaranty realty policies and procedures and outline processes necessary to address issues or challenges that impact the overall organizational effectiveness.
  • Serve as a program expert in researching and analyzing complex policies for key program issues internal to the program.
  • Review proposed legislation pertaining to the Loan Guaranty Program.
  • Prepare departmental position and testimony to be given at Congressional hearings.
  • Conduct analysis required to determine needed administrative practices and procedures required of the programs national cadre of lenders, appraisers and other program participants.
  • Interact with senior leadership within the government and the mortgage industry to explain and defend complex and sensitive information about the organizational activities, goals, and policies.
  • Analyze and recommend action to legally suspend lenders and builders and has complete responsibility regarding action on appeals from suspended builders and lenders, including arranging hearings, reviewing transcripts and recommending disposition.
  • Oversee development, planning and coordination of polices, procedures, regulations and standards for field office staff, architects, builders, contractors, real estate agents, attorneys and other fee personnel governing grant program functions.

Individual Occupational Requirement (IOR)

Applicants must meet the Undergraduate and Graduate Education Requirement: Must have a major study in -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

Applicants must meet the IOR Specialized Experience (for all positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

Specialized Experience for this position at grade GS-15: In addition to the requirements above, applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: experience determining the eligibility of loan benefits, the guaranty of loans, the making of direct loans for veterans, marketing practices of builders, sellers and owners and lending practices of program participants and directing staff and coordinating a full range of personnel management actions and organizational change proposals.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. Work Schedule: Full-time, Monday through Friday, 8:00 AM - 4:30 PM. Ad-Hoc telework may be authorized at management's discretion.

Promotion Potential: There is no promotion potential for this position. It is expected that this position will be filled at the full performance level of grade GS-15.

Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
