Summary

The Global Investigations Division serves as the key FinCEN arm to investigate and act against foreign illicit finance threats. The division proactively investigates these threats and exercises FinCEN authorities to disrupt and expand knowledge of them; focusing on priority targets that have a nexus to national security, WMD proliferation, rogue states, terrorism and transnational organized crime. The Deputy Associate Director plays a vital role in planning and implementing these activities.

4-Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures. 

As a Deputy Associate Director, Global Investigations Division, you will:

  • Provide recommendations to the Associate Director (AD) regarding the development and implementation of intelligence-driven targeting, developing and implementing investigative plans, using scientific methods and cutting-edge techniques, applying facts to law, assessing the strength of evidence, and determining appropriate applications of FinCEN authorities.

  • Assist the AD in directing the managers and staff in conceptualizing, planning and executing FinCEN investigations of global and/or systemic illicit finance threats.

  • Review, edit and approve memoranda, reports, supporting documents, cases, etc. prior to submission to the AD for approval in order to ensure the proposed materials and  adjudication(s) are clear, consistent, concise, and accurate in accordance with FinCEN policies, actions and supporting memoranda.

  • Assist the AD in managing three subordinate offices - Eastern Hemisphere & Western Hemisphere Offices and the Office of Data Exploitation.

  • Conceptualize and oversee the implementation of enforcement strategies that have industry-wide, national, and/or international impact, including those related to national security.

Qualifications

You must meet the following requirements within 30  days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. Specialized experience for this position is defined as: directing, planning, or leading efforts or programs concerning the interpretation, implementation, or the administration of the Bank Secrecy Act, Bank Secrecy Act regulations, or other laws or regulations related to financial crimes.

Examples of qualifying experience could include:
- Leading or assisting in the development of internal policies or procedures related to compliance with the Bank Secrecy Act; or
- Leading or assisting in conducting or defending exams, investigations or actions involving the Bank Secrecy Act or other financial crimes, such as money laundering or terrorist financing; or
- Leading or assisting in developing or defending regulations under the Administrative Procedure Act; or
- Leading or assisting in developing or implementing programs, policies or strategies that have a nationwide impact.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

CONDITIONS OF EMPLOYMENT
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification.
