Summary

This position is part of the IBC HRD Personnel and Payroll Systems Division, Office of the Secretary of Interior. The incumbent will be responsible for The incumbent will be responsible for working in support of the Personnel and Payroll Systems Division, providing, coordinating, and ensuring the development, maintenance, and design of the automated Federal Personnel and Payroll System (FPPS), and its peripheral systems in support of new client implementation.

Duties

Help
  • Researches and analyzes functionality of the system to identify capabilities in relation to existing system requirements, deficiencies, and problems.
  • Recommends modifications or other solutions to the problem areas identified. Analysis includes factors such as changing laws, regulations, client policies, and resource constraints in accomplishing the changes.
  • Coordinates findings and recommendations with other functional and system specialists to achieve maximum efficiency and effectiveness of the system.
  • Assures assimilation of the impact of findings and modifications proposed by other analyst into final recommendations for system modification, development, implementation, and maintenance.
  • Develops comprehensive system test plans and continually studies, revises, and improves existing test plans by developing appropriate test cases whose results will validate the FPPS system.
  • Works in a team concept with technical experts to ensure that all regulatory and client functional requirements are adequately and fairly incorporated within the system design specifications of the FPPS system.

Qualifications

At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to an extensive understanding of and ability to interpret personnel regulations, document requirements, and identify related changes to an automated personnel and payroll system. OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in a related field; OR
C. A Combination of education and experience as list above. (For example, 6 months of specialized experience as defined above and 2-1/2 years (45 semester hours of graduate study) in a related field.) (Note: you must submit a copy of your transcript with your application package. If selected, you must submit a copy of your official transcript.)

At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to extensive experience interpreting personnel regulations and related changes and the effect of those changes on an automated personnel and payroll system; researching and analyzing the functionality of an automated personnel and payroll system; and experience developing complex test cases to validate an automated personnel and payroll system.
Education does not substitute for specialized experience at the GS-12 grade level.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
