    The selectee will serve as Attorney Adviser providing legal advice and guidance to the Depart of the Interior and its client bureaus, specifically the Bureau of Indian Affairs (BIA).

    As an Attorney-Advisor with the Department of the Interior, Office of the Solicitor, Pacific Northwest Region, Portland Regional Office, located in Portland, OR your specific duties will include: 

    Providing legal counsel and representation for the Bureau of Indian Affairs (BIA) in administrative appeals before the Interior Board of Indian Appeals.  Providing legal advice (oral and written) to the Regional Director and Superintendents on all aspects of the BIA’s regulatory responsibilities for Indian beneficiaries. 

    Working as part of a team tackling complex Indian law and policy issues.   Providing legal advice and written opinions on a range of Indian law matters including the Secretary’s authority to take land into trust for individual Indians and tribes, leasing on Indian lands, trespass actions, environmental review of BIA actions focusing on NEPA compliance, title review of realty acquisitions and FOIA review. 

    Individually, or as part of a team, investigating claims, drafting litigation reports and providing other legal assistance to the Department of Justice.  Assisting in document reviews and discovery necessary to support federal court litigation.  Researching and developing strong factual records that support complex legal theories underlying high priority litigation on behalf of the BIA.

    Providing support in drafting, examining, or reviewing documents, contracts, settlement agreements, memoranda of understanding, decision documents, agency guidance documents, and Secretarial or other agency correspondence for legal sufficiency and consistency with established policies and related BIA program objectives.

    Independently handling work within assigned areas of responsibility, including very complex cases and assisting BIA officials to make sound, reasoned, and legally defensible decisions. 

    Travel Required

    Occasional travel - Occasional overnight travel may be required
